Abstract:
Records, 1988-1997, documenting the controversial decision by the Wisconsin Department of Transportation (WisDOT) to expand US Highway 12 to four lanes between Middleton and Lake Delton and the efforts by citizens and environmental groups to oppose such an enlargement. The records primarily document the efforts of the Safe Two-Lane Highway 12 NOW Coalition, but also include supporting documentation compiled by the coalition such as government documents detailing the growth of the project, and news clippings about the conflict.

Scope and Content Note

The records are arranged in three series: SAFE TW0-LANE HIGHWAY 12 NOW COALITION, GOVERNMENT DOCUMENTS, and AUDIO RECORDING. The SAFE TW0-LANE HIGHWAY 12 NOW COALITION series documents the efforts of the coalition to maintain Highway 12 as a two-lane highway while making substantial safety improvements, instead of enlarging it to four-lanes. These records consist of correspondence, publicity materials, activities of the coalition, and research files compiled for possible legal challenges to the construction.

The GOVERNMENT DOCUMENTS series consists of the records of Ayres and Associates, the engineering firm the state hired to study the enlargement of the highway, and include correspondence, memos, a Highway 12 newsletter published jointly with WisDOT, and the minutes and agendas for Ayres's monthly meetings. Also included are WisDOT's environmental impact statements (EIS) and comments on these reports by the Coalition and other government and private groups as well as local government resolutions and transportation and land use plans for cities and counties located in the construction corridor. Additionally there are records obtained by Roads with Reason (a local environmental group) through an Open Records request in 1993 which contain correspondence, memos, and reports from WisDOT, Ayres, and other state agencies regarding Highway 12 construction from 1988 to 1993, the first five years of the project.
