Correspondence, subject, and legislative files of Robert J. Cornell, Democratic representative from the 8th Congressional District of Wisconsin. Cornell was one of only two Catholic priests to serve in the United States House of Representatives. The bulk of the collection covers the years he served in Congress, 1974-1978. The legislative and congressional files contain correspondence, voting records, and clippings. Subjects include both specific legislation with which he was involved, as well as a wide variety of national and local subjects such as natural resources, agriculture, taxes, abortion, labor, energy, development, health, education, federal agencies, and social security. In addition, there are press releases and correspondence documenting Cornell's post-congressional career. Scrapbooks contain clippings dated 1966-2004. English

Biography/History
Robert J. Cornell was born in Gladstone, Michigan on Dec. 16, 1919, and attended Green Bay and De Pere parochial schools, and received his B.A. at St. Norbert College in 1941. Following his ordination as a Norbertine priest and the award of a Ph.D. from Catholic University in 1957, he taught at St. Norbert College in De Pere. In his self-published autobiographical sketch he ascribes the origin of his political activism to the negative reaction he received to a 1961 speech to a local group of Catholic laity on the topic “Christian Social Teaching - An Answer to Communism.” He became an active participant in Green Bay area Democratic Party affairs and was also an early public opponent of U.S. participation in the Vietnam War. In the late 1960s he was appointed as Democratic Party chairman for the 8th Congressional District. In 1970 he decided to oppose the 8th District's fourteen-term Republican congressman John Byrnes. He lost that election, but the experience convinced him to try again in 1972. Byrnes had decided not to run again in 1972 leaving the field open. Cornell's Republican opponent was Harold Froehlich, Speaker of the Wisconsin State Assembly. Although Cornell lost again, he did so by a narrow margin. In 1974, the year of the Nixon resignation, Cornell tried for a third time and was successful in defeating Froehlich. In 1976, Cornell narrowly retained his seat in a repeat contest with Froehlich. In 1978, however, Cornell was decisively defeated by State Assemblyman Toby Roth.
During his four years in Washington, Cornell was one of only two ordained Catholic priests to ever serve as a Congressman. In many ways, his service was overshadowed by the better known and more outspoken Congressman from Connecticut, Father Robert Drinan, S.J. Cornell's voting record was that of a moderate liberal voting for social welfare measures, for the ERA, for gun control, etc. He served on the committees for education and labor, and veterans' affairs. In a vote that had unanticipated repercussions for his own political future, he opposed federal funding of abortion, which Drinan actively supported.
In 1980, Cornell planned to run for Congress a sixth time in order to regain his seat but was caught up in the decision by the Vatican to prohibit priests in the United States from running for elective office. This decision was primarily aimed at Drinan's abortion votes, but Cornell was affected nonetheless. Having to make a choice between seeking office and following ecclesiastical directives, he gave up on pursuing an active political career. Drinan also decided to obey this command and resigned his seat. Cornell returned to De Pere to teach history and political science at St. Norbert College.
Scope and Content Note
The Cornell Papers were donated and organized in two parts, the original collection donated in 2001 and Additions donated in 2006.
The original collection covers only 1974-1978, the period of time during which he served in the U.S. Congress. It consists of the following subseries: Bill Files, Subject Files, Legislative Files, Robo Files, and Grants Files.
The BILL FILES subseries contains documents related to bills sponsored by Representative Cornell and to bills generating correspondence to or from Cornell. This includes bill information, whip advisory reports, and letters from interest groups, colleagues, and constituents asking for support or opposition to bills. Files are arranged chronologically by year, Congressional session, and bill number.
The SUBJECT FILES subseries consists of correspondence relating to general political issues, both national and local, addressed by Cornell and his constituents, arranged alphabetically by subject.
The LEGISLATIVE FILES subseries includes correspondence between Cornell and his constituents relating to specific bills under consideration by the House of Representatives, arranged alphabetically by bill issue.
The ROBO FILES subseries consists of standardized responses to constituent letters generated by a computer word processing program. Topics covered are similar to those addressed in the subject files. This series is arranged alphabetically by subject of correspondence.
The GRANTS FILES subseries consists of files, arranged by county or location, containing correspondence related to grants from the federal government for programs such as local building projects, conservation efforts, student funding, disaster relief, and resource development.
The 2006 Additions date from 1966 to 2004 with the bulk of the material covering the period from 1974 to 1978, the years in which Cornell served in Congress. The additions consist of the following subseries: Congressional Files, Subject Files, Post-Congressional Files, and Scrapbooks.
The CONGRESSIONAL FILES subseries contain Cornell's personal voting records and legislative profile, as well as the general voting records of Congress dating from his time in office. In addition, there are press releases and correspondence primarily from 1975 to 1978 with some correspondence, primarily correspondence between Cornell and other house members, dating to 1986.
The SUBJECT FILES subseries contains correspondence, newspaper clippings, pamphlets and congressional reports relating to general political issues, with an emphasis on legislative reforms, both nationally and locally. The bulk of the files date from 1948 to 1978 and are arranged alphabetically by subject.
The POST-CONGRESSIONAL FILES subseries consists of Cornell's letters to the editor and press releases dating from 1979 to 1995. Subject matter within the files covers a wide variety of local and national political issues such as taxes, social security, and the national deficit.
The SCRAPBOOKS subseries consists of newspaper clippings from 1966 to 2004 documenting Cornell's political activities before, during, and after his congressional career. The series also contains clippings that document general local and national political issues with which Cornell was actively involved with, particularly issues such as the church and politics, tax reform, federal funding and health security.
