Abstract:
Papers of a Green Bay, Wis., attorney and environmentalist documenting his work against water pollution in the Fox River and Green Bay. Most of the collection concerns two pollution campaigns, one in 1949 led by members of the Brown County Izaak Walton League which resulted in stronger state laws on sewage and industrial pollution, and another in 1968 following a complaint filed with the Department of Natural Resources against the Green Bay Metropolitan Sewerage District charging inadequate action. Included are newsclippings, hearing transcripts, legal documents, correspondence, reports of the state Committee on Water Pollution and the Board of Health, and other papers.

Biography/History

Attorney Arthur Kaftan has played a leading role in environmentalists' efforts against water pollution of the Fox River and Green Bay. He chaired the Pollution Committee of the Brown County Chapter of the Izaak Walton league of America as well as the Wisconsin Division of the League and led a 1949 campaign to improve water quality. In 1968 he helped lead another campaign with the same goal.

Scope and Content Note

This collection documents both the 1949 and 1968 campaigns in some detail. The 1949 campaign by Kaftan and other members of the Brown County Izaak Walton League publicized the pollution problem, and the public sentiment they aroused led to adoption of stronger state laws on sewage and industrial pollution. Almost 20 years later, Kaftan, Virgil Muench, and others filed a complaint with the Department of Natural Resources against the Green Bay Metropolitan Sewerage District, charging inadequate action going back to 1949. Hearings resulted in an order substantiating many of the complaint's charges. The collection includes correspondence, reports, findings of the state Committee on Water Pollution and the State Board of Health, newsclippings, and other documents on the 1949 campaign; hearing transcripts and legal documents from the 1968 complaint, and scattered other documents on water pollution.
