Abstract:
Records, 1935-1942, of the Adams County, Wisconsin, Mediation Board which was empowered to mediate actions on the foreclosure of mortgages on real estate. Case files contain copies of the notice of hearing, summons, and complaint in foreclosure cases handled by the Mediation Board, with a report giving a summary of the hearing and recommendations of the board. The minute book contains testimony related to each case presented before the Board. The Mediation Board was formed by Chapter 319, Laws of 1935 and dissolved when the legislation expired in 1943.

Biography/History

The State Legislature, as part of its economic emergency legislation in 1933, created in each county a local mediation board. These boards were to bring about adjustments between debtors and creditors of payment of obligations involving mortgage foreclosures on homes. The board could recommend extension of time of payment, reduction of interest, conveyance of real estate, or other actions which generally aimed at enabling the debtor to retain possession of his home. Either debtor or creditor might apply for mediation. In 1935 this legislation was repealed and replaced by an act which expanded the board's powers to mediate mortgage foreclosures whether application was made or not. The board was required to file reports of its actions with the clerk of the circuit court. The authorizing legislation expired in 1943, thereby dissolving the boards.
