Abstract:
Records of the Dottie Moore case, a 1980 federal lawsuit pertaining to Aid to Families with Dependent Children (AFDC) and child support collections. The records provide a history of the court case, the post-settlement complaint brought by Legal Action of Wisconsin, and the actions taken by the Bureau of Child Support to enforce the court order. Included is extensive background information concerning AFDC.

Biography/History

The Dottie Moore case is a 1980 federal lawsuit in which the State of Wisconsin and Milwaukee County were sued for failure to timely terminate AFDC when child support collections exceeded the AFDC benefit amount and failure to timely redirect child support collections which were assigned to the state while the individual received AFDC. A stipulated judgment was reached in 1982, in 1990 Legal Action of Wisconsin filed a motion for contempt alleging that the state and Milwaukee County had failed to meet the stipulated judgment.

Included are correspondence and memoranda exchanged within the division; correspondence and memoranda exchanged with the departmental counsel, the Attorney General, and the staff of Legal Action of Wisconsin (attorneys for the plaintiffs); court documents including affidavits, briefs, depositions, motions, and interrogatories; drafts of the settlement order; and extensive background information concerning AFDC.
