The collection includes presentations made by Kraegel in his capacity as an actuary for Northwestern Mutual Life Insurance Company; correspondence and minutes covering Goals for Greater Milwaukee 2000 and its creation; correspondence and reports from Action for Goals 2000; papers relating to his doctorate in urban social institutions; notes and syllabi from classes he taught at UWM; and minutes from the World Future Society-Milwaukee Chapter.

Biography/History

Wilfred A. Kraegel was born in Lansing, Illinois on January 10, 1924. He received a B.A. in Math, with highest honors, from the University of Illinois in 1947, and an M.S. in Actuarial Mathematics from the University of Iowa in 1948. In 1987, he received his Ph.D. in Urban Social Institutions from the University of Wisconsin-Milwaukee. Kraegel worked for Northwestern Mutual Life Insurance Company in Milwaukee, Wisconsin, throughout his entire 36-year professional career. He began as an Actuarial Student in September of 1948, became an Actuarial Assistant in July of 1953, and an Assistant Actuary in 1956. In 1961, he became a Manager of Data Processing and was promoted to Director of Data Processing in 1968. In 1970, Kraegel became an Associate Actuary, a position he held until his retirement in 1984.

Kraegel was involved in numerous personal-interest and professional organizations and published several articles. He was a founding member of the World Future Society-Milwaukee Chapter and became interested in community goals projects in 1975, after attending an international conference of the World Future Society. In 1978 Kraegel brought together a small group of people interested in establishing a Goals project for Milwaukee. By 1980, their initiative led to Goals for Greater Milwaukee 2000. In 1983, after the final reports from the Goals task forces were presented, and hundreds of potential goals were proposed, Action for Goals 2000 was organized to serve as a facilitating mechanism to support groups implementing those goals. Kraegel was also involved in Action for Goals 2000 and its planning group.

Wilfred Kraegel's doctoral dissertation, Community Goals Projects, provides extensive details about Goals for Greater Milwaukee 2000, Action for Goals 2000 and other community goals projects. It is located in the UWM Libraries' general stacks.

Scope and Content Note

This collection consists almost exclusively of the documents created during the course of business activity by Kraegel and the organizations with which he was involved. The limited personal material primarily relates to his doctoral dissertation on Urban Social Institutions.

The earliest documents in this collection are presentations made by Kraegel during the first 20 years of his actuarial career. These presentations cover topics including life insurance, electronic data processing, futurism, and the role of actuaries. Beginning in the late 1970's, Kraegel's presentations included discussions about the future of Milwaukee and Goals projects in other cities.

Kraegel was a co-chairperson of the World Future Society-Milwaukee Chapter and his papers contain correspondence, clippings, and minutes and agendas dated 1971-2001 related to that organization.

A considerable amount of material in this collection pertains to Goals for Greater Milwaukee 2000. Kraegel was instrumental in getting the project started, and the files include correspondence, minutes, and reports concerning its creation and implementation. Kraegel served on the Planning Committee, the Steering Committee, and the Information Committee and received copies of correspondence from several other committees, including the Executive Committee and the Board of Directors. The Goals material dates primarily from 1979-1989. Goals for Greater Milwaukee 2000 is referred to throughout the files as Goals 2000, Goals for Milwaukee 2000, and Goals.

Kraegel was also active in Action for Goals 2000, a five year follow-up project to Goals for Greater Milwaukee 2000 which served as a facilitating mechanism to support existing groups as they worked to implement the recommendations of Goals for Greater Milwaukee 2000. Action for Goals 2000 was active from 1983-1988 and was also referred to as Action 2000. The collection includes copies of its reports as well.

Wilfred A. Kraegel donated the collection to the Archives in 1998. Kraegel donated additional materials in November 2001 (accession 2001-017) and June 2002 (accession 2001-141). Gary Shellman donated some additional materials in June 2010 (accession 2009-061).


Processing Information

Donna McCrea processed the initial accession from October 1998 to May 1999. Leslie Heinrichs completed the processing work in January 2000. Sarah Ethier processed the additions (accessions 2001-017 and 2001-141) in December 2008. Adrian Zink processed the 2009-061 accession in July 2010 (box 5).
