Papers of Richard Perrin (1909-1990), a Milwaukee architect who worked for the City of Milwaukee in the Housing Authority and later the Department of City Development. Throughout his career, Perrin’s main area of focus was in the restoration and preservation of historic structures and sites, particularly in Wisconsin. Contains correspondence, manuscripts, and photographs.

Biography/History

Richard William Edmund Perrin was born in Milwaukee, Wisconsin, on 14 March 1909. Perrin began his career working for the architect Richard Philipp in 1927, while at the same time studying for a degree in architecture. During the 1930s, Perrin also worked for other architects in Milwaukee. He officially registered as a Wisconsin architect in 1939.

Perrin began working for the City of Milwaukee in 1944 in the Housing Authority, later becoming its Executive Director in 1946. In 1961, Perrin became the Executive Director of the Redevelopment Authority, as well as the Executive Secretary of the City Plan Commission. That same year, he also became the Director, and later Commissioner, of the Department of City Development. In 1964, he became the Chairman of the Landmarks Commission for the City of Milwaukee. During this time, Perrin directed various housing and urban renewal projects as well as designating certain Milwaukee area buildings as landmarks. He retired from the City, and all of these positions, in 1971.

Perrin also served in numerous committees and societies, such as the National Trust for Historic Preservation and the Wisconsin Architectural Archive. From 1934-1935, Perrin worked for the Historic American Buildings Survey, measuring and documenting historic buildings in Wisconsin. He later became an advisory member from 1961-1963. He was also a member of the Wisconsin Academy of Sciences, Arts and Letters, and was its President from 1973-1974. Perrin became a member of the American Institute of Architects in 1944 and a Fellow in 1961. As a member of the State Historical Society of Wisconsin, Perrin was on the Old World Wisconsin Outdoor Museum Committee from 1964-1980, assisting in its creation.

After Perrin retired, he remained active and continued his work with a focus on restoration and preservation of historic structures and sites. Throughout his career, he wrote numerous articles and several books on this topic, including Historic Wisconsin Architecture (1976) and Historic Wisconsin Buildings (1981). He also received many awards and citations for his work, including the Governor’s Award in the Arts (1971) for his dedication to preserving Wisconsin’s architecture, and the Award of Merit from the State Historical Society of Wisconsin (1976) for his support in the establishment of Old World Wisconsin. Perrin died on 14 January 1990.

In 2018, the rest of the Milwaukee County photographs were transferred to the Historic Photo Archives. Custodial History

In 2003, the papers, not photographs, were put on temporary deposit at Old World Wisconsin. Ownership of the papers portion of the collection was then transferred back to the Milwaukee Public Library by Old World Wisconsin in 2012.


Acquisition Information

This collection was donated by Perrin's wife, Adeline, in various donations in the 1990s. Materials were accessioned as a Local History Manuscript Collection.


Processing Information

Bob Jaeger processed this collection with Jennifer Heidel and Jen Pahl in late 2017 and early 2018. Additional materials that were in possession of Frank Zeidler were added to this collection in 2019.

Scope and Content Note: The Photographs and Slides series contains images from around the world, but are mostly of Wisconsin buildings. The photographs range in size, with the larger ones mounted on boards and are described as "oversize" in the finding aid. These typically have less information on them then the smaller photographs, which sometimes include date of construction and owner. There are also 35mm slides and negatives for some of the images. Perrin organized the Wisconsin photographs by county, then by building type (house, church, etc.), and lastly by building material (wood, brick, etc.). See the index key in boxes 16-17 for more information; however, the index is incomplete. These materials are mostly undated but are likely from circa 1950-1970. Other miscellaneous photographs, such as ones used in publications and various extra prints, are included here as well.

Series: 4. Samples and Fragments, circa 1870-1930
Scope and Content Note: The Samples and Fragments series contains wooden fragments of molding and trim as well as an assortment of nails from various historic buildings. Most of the items are from Wisconsin structures, but some are from out of state as well. The majority are labeled and name the building, location, and approximate date. They are unsorted and not in any particular order. The date range given on the finding aid is an estimate and some fragments could be older than that. Also, some pieces may be reproductions.
