Biography/History

Jeffrey Pawlinski graduated from Notre Dame High School in Milwaukee in 1984 and then graduated from Marquette University with a Bachelor’s Degree in 1988. He worked at Combined Health Appeal of Wisconsin prior to being elected a City of Milwaukee Alderman in 1996. He was elected to represent the 13th District of Milwaukee after its previous incumbent, Robert Anderson, decided not to run for re-election after three decades. During Pawlinski’s tenure, he was chair of the Utilities and Licenses Committee, a member of the Public Improvements Committee, Public Safety Committee, and the Zoning, Neighborhood and Development Committee.

In 2003, Pawlinski was the subject of a federal investigation in regards to campaign funds misuse. He pleaded guilty to mail fraud for taking around $40,000 in campaign funds and resigned May 13, 2003. He admitted to using the funds to solve some personal financial issues he was having after a difficult divorce. He served eight months in a federal prison, two months home detention and two years probation.

Scope and Content Note

This collection contains records from the City of Milwaukee’s 13th District Alderman, Jeffrey A. Pawlinski. Most records date from his Aldermanic tenure, 1996-2003, although included are some earlier copies of reports, research, articles or clippings. There are also a few items dated after Pawlinski’s resignation from his successor, Terry Witkowski. The original subject headings from aldermanic staff have been kept intact as much as possible.

This collection includes reports, statistics, publications, correspondence, handwritten notes, drafts/copies of ordinances and newspaper clippings. One of the largest subjects is regarding general licensing and Pawlinski’s work on the Utilities and Licensing Committee. This includes liquor licensing for businesses around the City and issues of license revocation. There are also significant materials regarding the Milwaukee Police Department, City of Milwaukee’s employee pension issues, preventing and cleaning up of graffiti around the City, the expansion of Potawatomi Casino, noise/sound barrier construction, and lead contamination issues in paint and water. The folders titled correspondence are Pawlinski’s designation and just a sample of the amount of correspondence he received and sent.

Arrangement of the Materials

Folders are arranged alphabetically by subject and then chronologically within each folder.
