Records of the Milwaukee Health Department and its chief officer the Commissioner of Health. Both are responsible for protecting, educating and promoting the health and safety of residents of the City of Milwaukee. Contains correspondence, ephemera, reports, publications, photographs, and ledgers.

Biography/History

The earliest attempt to establish of a health board/department in Milwaukee happened in 1843. Three local doctors voluntarily organized an unofficial board of health to help manage a severe outbreak of small pox. They took charge of the first isolation hospital. Milwaukee incorporated into a City in January of 1846 and between that time and 1867 there were several attempts to establish an official board of health. It, generally, consisted of a mix of physicians, medical association members, common council members and/or the mayor. It was often organized to deal with a specific health-related event such as vaccinations or disease outbreaks. Many physicians during this time also raised concerns regarding sanitary conditions in the City.

A permanent Milwaukee Board of Health was finally established in 1867 by the State of Wisconsin after years of lobbying by local Milwaukee physicians. Dr. James Johnson, was the first elected president of the Board and served for 10 years (1867-1877). During his tenure he advocated for smallpox case reporting requirements, vaccination improvements, and the construction of improved water and sewage systems. In 1876, the State of Wisconsin was the 10th state to establish its own Board of Health. After Johnson, in 1877, H. C. Hobart became the 2nd president of the Milwaukee Board of Health and Dr. I. H. Stearns was appointed the Health Officer for a 1-year term. In 1878, the City of Milwaukee created the Office of the Commissioner of Health. It consisted of one appointed Commissioner and some staff assistants. It took the place of the Board of Health/Health Officer and the Commissioner was to be a 2-year term. Dr. O. W. Wight was appointed the first Commissioner and in 1880 was reappointed for a 2nd term. By 1882 the Commissioner's term was extended to 4 years and employed six staff. Over the years, as with many city departments, the name of the department/office varied and expanded. The Office of the Commissioner of Health began being shortened to just Commissioner of Health. Then, as early as 1910s, the department began to be referred to as the Milwaukee Health Department (MHD), continuing with the Commissioner of Health as its governing officer.

In its infancy, the Department examined food and milk, inspected packinghouses, and curbed the free running of livestock, disposing of garbage in the street, and the practice of scavenging. The Department also had emergency powers to use public and private buildings as hospitals. Between 1929 and 1942 Milwaukee regularly won (4 times) or placed second (3 times) in a Nation Health Contest for cities sponsored by the U.S. Chamber of Commerce. In five of those yearly contests Milwaukee was actually barred from competing in order to allow other cities a chance to win.

Today, the Mayor of Milwaukee continues to appoint the Commissioner of Health to a four-year term. The Common Council must also approve the appointment. The Commissioner of Health and the Health Department enforces city and state health regulations, and runs several Health Centers. The Department also provides immunizations, health screening, and the diagnosis and treatment of communicable diseases. It deals with health education, health and nutrition, vital statistics, environmental control, consumer protection, and related laboratory research.

The correspondence files include communication with other government officials in Milwaukee or Wisconsin as well as general communications. The correspondence often contains articles and reports. Scope and Content Note: This series includes two main subseries: Environmental Health and EPI Planning. The environmental health records focus on state and local emergency planning, some lead and asbestos abatement programs, air quality and hazardous waste issues. EPI (epidemiology) planning, in public health, refers to cross department planning and preparation for unknown future events or emergencies. The EPI planning records included are related to issues with lead, refugee health as well as local AIDS initiatives, sexually transmitted diseases (STDs) and tuberculosis.

Scope and Content Note: This series is primarily made up of MHD or Wisconsin Health Department publications and reports, such as the annual reports of the department (some years are missing) as well as some of its divisions. Some of these are bound and unboxed and are noted as volumes. This series also includes periodicals, ledgers, writings, forms, clippings, articles, posters and various ephemera. Some of the items are drafts of artwork, brochures and forms. The topics for these materials include public health information or education. One such periodical is the Bulletin, which was issued monthly to inform citizens of public health issues. The name and frequency varied at times and some issues include annual reports. The run is not complete. Various ledgers included in this series are the “Record of Lying-In Hospitals and Baby Farms”, the “Emergency Hospital Investigating Committee Proceedings” and the “Physicians, Midwives, and Undertakers Register”. The “Record of Lying-In Hospitals and Baby Farms” includes information about births, parents, dates and midwives. The second volume is an index to the birth records in the first volume prepared by the Milwaukee County Genealogical Society in 1985. The “Emergency Hospital Investigating Committee Proceedings” where held in December 1895 and January 1896 regarding patient complaints of treatment received at Johnston Emergency Hospital. The “Physicians, Midwives, and Undertakers Register” includes dates, registrant’s name, address and education credentials. The entries cover physicians from 1882-1907; midwives from 1877-1907; and undertakers in 1907 (September and October). There is a cataloged index and transcription to this ledger. Scope and Content Note

This series contains 44 mainly oversized bound volumes titled Mortuary Reports or Record of Births with separate index volumes. Other single volumes also included are Burial Permits – Town of Granville (1897-1907), Burial Records “Bodies Brought to the City for Burial” (1902-1907), Johnston Municipal Hospital – Register of Births (1960-1975), Mortuary Records (1885-1899), Record of Contagious Diseases (1896-1899), Registration of Death (1906) and 2 untitled volumes regarding mortality/population type statistics. One volume covers 1938-1939 and the second volume covers 1869-1939. Both include statistics by month or year of deaths, disease, age, race, marriage, etc.

The Mortuary Reports contain handwritten lists of deaths by date the event was recorded. Information included in entry: name, date of death, burial location, age, occupation, place of birth, place of death, [house] number, street, ward, disease, sex, color, marital status, attending physician and observations. Years covered are 1869-1902. There are separate index volumes covering 1869-1895. The index lists names alphabetically, notes the entry page numbers, and certificate number. Please note there are no official death certificates or vital records in any of these volumes.

The Record of Births volumes are handwritten lists of births by date they were recorded. It includes the following: name of child, color, sex, name of other issue living, father’s name, occupation, mother’s maiden name, child’s date of birth, place of birth, [house] number, street, ward, father and mother’s birth place, name of person reporting the birth. Years covered are 1894-1907. Also included are loose “certificates of live births” and various times of certificate updates/amendments dated up to the 1980s. Loose materials have been gathered into a folder in the front of each box. There are 3 index volumes that cover only the years 1893-1896. The index lists names alphabetically and then notes the page numbers and certificate number. Please note there are no official birth certificates or vital records in these volumes.
