The Fleming Papers are organized in four series: GENERAL MATERIALS, MCCARTHY MATERIALS, FREEDOM OF INFORMATION MATERIALS, and the single PHOTOGRAPH. Included in the GENERAL series are Fleming's writings on miscellaneous political matters, personal correspondence, radio scripts used by Fleming when substituting for Edward P. Morgan, and information concerning Wisconsin politics in the 1950s and the 1956 Democratic Convention.

The second series is solely concerned with the political career of Joseph R. McCarthy. Comprising this group are research materials and correspondence from Fleming's investigations and drafts and clippings of the articles which resulted. Arrangement is alphabetical by topic.

Freedom of information and the press is the topic of materials in the third series. Included here is correspondence, press releases, and clippings of a general nature, plus relevant resolutions, minutes and agendas from the National Association of Broadcasters and the Radio-Television News Directors Association. Also retained with the Papers are a number of speeches and statements on the subject by prominent people in broadcasting and reporting. Arrangement is alphabetical by document type or organization name and then chronological within the folders.
