Scope and Content Note

The most comprehensive documentation of the town government is found in the Clerk's record books, 1904-1979. Information contains, but is not limited to, proceedings of annual town meetings and meetings of the Board of Review, Board of Equalization and various sub-committees; reports of receipts and disbursements and other financial records; election results; record of oaths of office and bonds of officials; and, in some cases, record of school district boundaries, school district statistics and apportionment of school funds. Matters considered include highway district issues, liquor license applications, school district business, and the levy of taxes.

Correspondence and reports filed, 1894-1907, contain copies of dairy and crop statistics filed with the state, citizen petitions involving highways, sidewalk, and licensing issues, and copies of statements made by other town officers to the County and State. Election records, 1900, 1903-1904, consist of poll lists and election results for judicial elections, official oaths, notices to individuals appointing them as election judges and oaths of election officials. Tax statements, 1905-1907, are copies of statements filed with the Secretary of State listing assessed value of all taxable property.

Highway records, 1905-1908, were created by the Superintendent of Highways and consist of information on highway taxes, and the then-common practice of 'Notice to Work" which compelled property owners to work off their road taxes. The Notices detail the dates, times, and locations of work done by various individuals. The Highway Tax Lists provide names, property descriptions, and value used to determine tax amounts. Road District records contain bills and statements for roadwork equipment and lists of road tax assessed and paid.

School records consist of statements of tuition charged to the town for Warren residents to attend county high schools and lists of students completing the course of study for common schools, 1904-1907. The tuition bills give the student's name, age, residence, date of entry to the school, months of attendance and amount owed to the high school district. School records also consist of District Clerks' (all districts in the Town of Warren except for District #3) Annual report to the County Superintendent of Schools, 1904-1907, which includes school censuses giving student names and ages. There are also lists of books purchased for the school libraries, 1904-1907, and information on proposed changes to school districts, 1919.

Chattel mortgages, 1884-1910, are arranged by year filed. Each document transfers some legal or equitable right in personal and/or real property or creates a lien as security for payment of money or performance of some other obligation. Each document gives the name and address of mortgagor and mortgagee, date of instrument, description of property, amount of mortgage, the date when mortgage was filed, and the due date.
