Abstract:
Records, mainly 1971-1973, including correspondence of Task Force chair Ruth Doyle, executive director Michael Harder, and Joe Nusbaum of the Department of Administration; memoranda and policy papers; minutes and agenda; reports and publications; subject files; recordings of public hearings; speeches; press releases; and background papers. The task force was established by Governor Patrick J. Lucey by Executive Order 29 in January 1972. Lucey stressed the necessity for equalizing educational opportunity in Wisconsin and emphasized the importance of providing relief from the state's high property tax, fifty percent of which went to support elementary and secondary schools. In February 1973 the task force issued its final report which concluded that school spending in Wisconsin was indeed tied to district wealth and as a result was inherently unequal. The task force recommended that Wisconsin act to sever the tie between property wealth and educational spending by assuring an equal financing base to local districts through state aid.
