Scope and Content Note

About the Wisconsin Council of Agricultural Cooperatives (WCAC), the “master files” contain complete minutes, publications and newsletters, speeches, annual reports, and copies of form letters distributed to members. In addition there are administrative records from 1937 when Milo K. Swanton was hired as executive director, to the 1969 merger. Included are minutes, subject files, administrative files concerning annual meetings and farmer get togethers, state and national legislation to advance agricultural concerns; relations with state agricultural agencies and the University of Wisconsin and with related state and national organizations such as the American Institute for Cooperation, the American Country Life Association, National Cooperative Milk Producers, and the National Council of Farmer Cooperatives and with many Wisconsin cooperatives that were members or prospective members of WCAC. There are also files on diverse topics such as oleomargarine, agriculture during World War II, and opposition to John L. Lewis' attempt to organize farmers. Under Swanton's leadership WCAC also had a role in many activities less directly connected to agriculture such as the Wisconsin Centennial, the Wisconsin Committee for Educational Television, and rural education. Separate files deal with the work of assistant director Ralph Cooper as head of outreach and as a representative on the Dairy Farmer Retirement Association and the Wisconsin City-Farm Committee, and with the work of Linley Juers and Arvid Knudtson as head of the Dairy Section.

About the Wisconsin Association of Cooperatives (WAC), there are minutes and administrative subject files created during the administrations of Erich Lenz, Jack Kyle, and Glenn Anderson concerning lobbying, cooperative education, Cooperative Month and involvement with members and related cooperative organizations such as the American Institute of Cooperation and the Cooperative League of the United States (CLUSA). Some files deal with Kyle's role as a member of the board of CLUSA, the Cooperative Health Federation of America, the Midland Cooperative, Inc., and the Mutual Service Cooperative. Only a small quantity of miscellaneous subject files and scrapbooks relate to the Wisconsin Federation of Cooperatives (WFC) since the merger of the two organizations.
