	Subseries: Groner, Larry Scope and Content Note Larry Groner was the deputy administrative assistant for 1975 and a legislative assistant from 1976 to 1980. As the assistant to the administrative assistant, Groner maintained the Office Management records which can be found in the OFFICE MANAGEMENT series. As a legislative assistant, Groner worked on legislation concerning foreign and military affairs. Even though Nelson did not sit on the Foreign Affairs Committee, there is quite a bit of material which reflects Nelson's interest. Two file sets were maintained, a Country file which spans the years 1971-1980, and an Issues file covering the years 1975-1980. The Issues File is arranged alphabetically and subjects include general foreign affairs issues such as military sales, nuclear power, foreign aid (mostly related to Israel), yearly defense budgets (appropriations and authorizations), and international trade. Other major subjects include the use of pesticides (2, 4, 5-T), military manpower, Vietnam, the Panama Canal Treaty, SALT, Project ELF (also known as Project Sanguine), and veterans' benefits. Within the Panama Canal files there is correspondence from Wisconsin constituents responding to Nelson's newsletter explaining his vote in favor of the treaty.
