: From 1940 to 1942, Kellar was chairman of the National Advisory Committee of Historical Records Survey Projects, WPA. It was in this capacity that he gathered the material filed in this series of his papers. The information found here concerns the Federal Theater Project; the Federal Writers Project; the Civil Works Emergency Relief Act (CWA) in Illinois; the Federal Emergency Relief Act (FERA) in Illinois; and the Historical Records Survey. The papers herein are arranged as alphabetical subject files under each main category. The breakdown beyond that point is chronological.
