The public library was originally funded through a bequest of former Wisconsin governor Cadwallader C. Washburn, and was overseen by a private board until Dec. 1981 when the library became a city department.

Included are grant application forms for county-level job training programs, project plans and narratives, summaries of costs, background information, and correspondence. Grant applications describe the need for specific occupations such as clerks, welders, auto repair technicians, and machine operators in different Wisconsin counties as well as that county's economic condition and outlook. Also included are some records on the Department of Industry, Labor and Human Relations Summer Youth Program, 1974, which sponsored youth programs throughout the state. Included are correspondence, 1921-1928, mostly concerning articles which Kile was writing for farm journals; radio scripts, 1925-1926, of farm news broadcasts which focused on attempts at federal farm legislation; reports, 1926-1928, written by Kile and others on farm surplus and price problems; and ten scrapbooks. Eight indexed scrapbooks consist of press releases prepared by Kile, 1923-1930, on topics of interest to farmers, including prices, crop conditions, legislation, and foreign agricultural news; and two scrapbooks include newspaper clippings on miscellaneous agricultural topics.
