Abstract:
Legislative papers of a Democratic State Senator (1974-) from Janesville who served as majority leader (1982-). The papers chiefly consist of files on two committees which Cullen chaired: the Senate Committee on Aging, Business and Financial Institutions, and Transportation and the Legislative Council's Committee on Mining. The former includes correspondence, memoranda, notes, clippings, reports and research material concerning mortgage subsidization plans, raising the drinking age, property tax deferrals for the elderly, the appointment of Owen Ayres to head the Department of Transportation, and other matters considered by the committee. Mining Committee files include similar documentation as well as agenda, summary meeting transcripts, and public hearing statements. Also included are files on several mining subcommittees Cullen headed, most notably the Subcommittee on Uranium Exploration and Safety. Taken together, the Mining Committee files concern taxation and safety issues raised by mining company exploration of northern Wisconsin during the late 1970's and early 1980's

Biography/History

Democratic legislator Timothy F. Cullen was born February 25, 1944 in Janesville, Wisconsin. After attending the local public schools he graduated from the University of Wisconsin-Whitewater in 1966 with a degree in political science. The following year he did graduate work at Northern Illinois University.

From 1969 through 1971 Cullen was an insurance agent associated with the Green and MacDonald Agency. He began to put his academic background in political science to practical application in 1970 when he won election to the Janesville City Council. In 1971 he became an ombudsman on the staff of Democratic Congressman Les Aspin. Cullen gave this up in 1974 to run for the Wisconsin Senate from the Fifteenth District. After his election he rapidly rose to become one of the most powerful members of his party in the Legislature. In the 1975 session he was appointed to the Senate Committee on Agriculture, Human Services, Labor and Taxation; the Select Committee on Mining Development; and the Legislative Council. In 1977 he was chair of the Committee on Agriculture, Aging, and Labor and vice-chair of Tourism. In 1979 he was chairman of the Committee on Aging, Business and Financial Institutions, and Transportation and the Legislative Council's Mining Committee. He continued to hold both of these posts until 1982 when he resigned as a result of his election as Senate Majority Leader.

Scope and Content Note

The papers of Democratic legislator Tim Cullen are primarily comprised of files on two committees which he chaired: the Senate Committee on Aging, Business and Financial Institutions, and Transportation and the Legislative Council's Committee on Mining. The files date from the period 1976 to 1982 and thus predate his election as majority leader; however, even for this period the files do not appear to be a complete record of Cullen's activities. The ABFIT files contain correspondence, memoranda, notes, clippings, reports, and selected research material. The correspondence includes letters from legislative colleagues and staff, state agencies, and constituents. Unlike most state legislators' collections, the letters of the last type are not a major portion of Cullen's papers. In subject, the files cover mortgage subsidization plans which Cullen sponsored to promote home building during a period of high interest rates; raising the minimum drinking age; the appointment of Owen Ayres to head the Department of Transportation; property tax deferrals for the elderly, another concept which Cullen introduced; and other issues which came before the committee for consideration.

In addition to the above mentioned types of documentation, the Mining Committee files include agenda, summary meeting minutes, and statements and testimony for committee hearings. Despite the inclusion of these types of documents and the fact that Cullen chaired the committee, these records cannot be considered the official records of the Mining Committee. This section also includes analogous files on several subcommittees which he chaired, especially the Subcommittee on Uranium Exploration and Safety. Taken together these files provide excellent documentation on various taxation and health and safety issues raised by the exploration of northern Wisconsin by mining companies during the late 1970's and early 1980's.

Among the alphabetically-arranged committee files in the collection are several smaller groups of records. Most notable among these are materials on the Joint Conference Committee on Possession, Consumption and Sale of Alcohol to Minors.
