Edward F. McClain, born August 12, 1935 in West Virginia, came to Wisconsin as an associate professor of philosophy at the University of Wisconsin-Marathon. His educational background includes a degree in political science and advanced degrees in philosophy. He worked as a weekly newspaper editor and served in the United States Army (1955-1957).

McClain was elected to the Wisconsin Assembly in 1974, 1976, and 1978 from the 85th District. Committees on which he served include: Criminal Justice and Public Safety, Joint Survey Committee on Retirement Systems, Retirement Research Committee, Joint Committee for Review of Administrative Rules, Local Affairs, Legislative Council Special Commission on Criminal Justice and the Physically and Developmentally Disabled, Determinate Sentencing, and Library Laws.

In March 1980 McClain became the Deputy Director of State Courts.

The Edward F. McClain Papers cover his service in the Wisconsin State Assembly (1975-1980). The collection is divided into CORRESPONDENCE and SUBJECT FILES.

The correspondence in the collection is arranged in two different ways: for the years 1975 and 1976, McClain's first term in the Assembly, the arrangement is alphabetical by correspondent; correspondence from the years 1977 to 1980 is arranged chronologically. Included are a wide variety of correspondents: private citizens, other state legislators, governmental agencies, colleagues of McClain's from the academic community, business leaders and lobbyists, and other public figures. The subject files are arranged alphabetically, and deal with some of McClain's chief concerns as legislator: unemployment compensation reform, Social Security, and the food stamp program.
