Biography/History

The Central Wisconsin Education Association (CWEA) is an organization of professional educators and other interested persons formed to promote the professional development of its members and to advance education, particularly in a fourteen county area of central Wisconsin. Approximately 600 members were present at the first meeting held on 24 October 1913 in Wausau, Wisconsin. They elected S. B. Tobey to serve as president and Ira C. Painter to serve as secretary, an office that he held until his death in 1949. Subsequent meetings were held in Wausau, Merrill, and Stevens Point until 1934 when Wausau became the permanent meeting place. An executive committee, composed of a chairman and four members, coordinated the association's activities. Financed by membership dues alone in its first years, the group received subsidies based on total membership from the Wisconsin Education Association (WEA) after 1934. The Association was chartered by the National Education Association (NEA) on 1 February 1921.

Scope and Content Note

The collection contains a continuous record in the Minutes and Financial Reports of the meetings of both the executive committee and general conferences. Meetings were not held in 1917, 1918, 1945, or 1952 when the annual meeting date was changed from October to March. Also included are membership records and general correspondence. All of the records are less complete after 1949.

Attendance Records and Membership Rosters, though not annual until 1935 when required for the Wisconsin Education Association (WEA) subsidy, give evidence of the growth of the association and record representation by county, post office, and city. Some lists also record WEA and National Education Association (NEA) membership. The Programs and Convention Reports contain information on speakers, topics of discussion, sectional meetings, and newspaper reports of the general conventions. Copies of the constitution and all proposed resolutions are included in the programs.

The General Correspondence is largely that of the secretaries, Ira Painter, 1913-1949, A. B. Hooper, 1949, and Sampson J. Paynter, 1950-1954; the executive committee members; and sectional chairmen. Most is concerned with organizing the annual conventions, but topics expand as do the interests of the association in the later period. Included are correspondence with the WEA and NEA, additional information on topics to be discussed in sectional meetings, and some discussions of policies and resolutions of the association.
