Part 2 (2005/142, Audio 1776A/2): Additions, 1997-1999 5.0 cubic feet (5 record center
cartons), 1 audio recording, and 1 video recording : Files, 1997-1999, of department staff and contract employees who headed the electronic
preparation for the year 2000 for Wisconsin state government. Included are files of
Douglas Bingenheimer, who exercised functional responsibility for the state
institutions; Bill Braham, who dealt with research and communications issues; Paul
Kronberger; and Frank Paynter and Chris Kauffold, who dealt with telecommunications.
Many staff who worked on this team-based project are not documented. In general the
files consist of planning and development materials, e-mail communications, charts and
spread sheets, meeting agenda and minutes, and handwritten notes. The files include some
information on the Executive Oversight Committee, but more extensive files on that
planning group are more likely to be found in the files of Linda Seemeyer, whose papers
have not yet transferred to the Archives. Additional administrative records of Bill
Braham have also not yet been transferred. Bingenheimer's files primarily concern
planning in the departments of Corrections, Natural Resources, Transportation, and
Workforce Development. Kronberger's planning files are similar but also include
documentation on the project's public education campaign including sound and video PSAs
that were produced. Chris Kauffold's files contain information on Y2K compliance among
various Wisconsin companies and public utilities. Audio recording has been assigned call
number Audio 1776A/2.

Bill Brahem, files of Anna Itawa, and materials of Linda Reinert. Itawa's files include
Y2K meetings, many concerning DOJ; and material on a Y2K conference sponsored by DHFS
and DWD, June 2-3, 1998. Reinert's material includes briefs and PowerPoint
presentations. There is also rollover handbook, and reports; information on DOA's public
education program; minutes and meeting packets of the Executive Oversight Committee
(incomplete); and miscellaneous files with no identifiable custodian. The public
education file includes complete reports of the Blue Ribbon Commission on Year 2000
Preparedness and Y2K press materials. The accession also includes 6 videotapes from the
public education program. Four tapes comprise a complete video record of the proceedings
of the Governor's Summit on the Year 2000, October 8, 1998, including brief welcoming
remarks by Governor Tommy G. Thompson in which he compares the Y2K dilemma to a humorous
Elroy dilemma. "Countdown 2000: Taming the Millennium Bug" is an 8-minute film that
briefly explains the Y2K problem. One tape includes several clips from the Governor's
Summit on the Year 2000, and several local officials comment on their experiences. The
final tape consists of four brief televisions spots about Y2K produced by DOA.
