Abstract:
Subject file relating to the activities of the Sentencing Guidelines Advisory Committee. The Sentencing Guidelines Advisory Committee was the precursor to the Sentencing Commission. Its function was to establish Wisconsin sentencing guidelines for felony offenses, articulate clear procedures and practices for sentencing outside the guidelines, develop preliminary implementation procedures, and suggest a methodology for incorporating sentences imposed outside of the guidelines into subsequent and refined guidelines. The program was implemented in four phases. In the first phase, project staff collected and analyzed data, developed data models and developed matrices to examine and provide guidelines for robbery, armed robbery, burglary, and first degree sexual assault. In the second phase, staff continued the activities of the first phase and started working toward developing guidelines for the remaining felonies. Staff also provided one day training sessions for parole officers, judges, district attorneys, and public defenders in Milwaukee, Dane, La Crosse and Waushara counties. In phase three, staff continued the activities of phase one and two, expanded training, and started the completion of the final report. In phase four, staff continued data collection and analysis, expanded training and distribution of guidelines, and completed the final report. The committee completed these activities by administering grants from the Wisconsin Council on Criminal Justice to the Wisconsin Center for Public Policy.

Scope and Content Note

The records include a relatively complete set of correspondence and meeting minutes as well as sentencing guidelines scoresheets. Correspondence and meeting minutes include supporting material that documents how matrices and guidelines were developed. The scoresheets include information on individual felonies and sentences received providing a baseline of data for felony sentencing in Wisconsin. The final reports include information on their research methodology and recommendations for sentencing guidelines and procedures.
