Abstract:
Records of a commission established to prepare legislative recommendations to consolidate the number of executive departments. Sometimes referred to as the “Kellett Commission” because it was chaired by William R. Kellett, the commission was actually one of three so-named task forces headed by the former paper company executive during the 1960's. Included are meeting minutes; copies of correspondence to Kellett and the commission; memoranda prepared by Wayne F. McGowan of the Department of Administration who served as secretary of the commission; press releases; organizational charts; copies of agency responses to the Kellett proposal; and miscellaneous information concerning the reorganization's effects on various agencies.

Scope and Content Note

The materials in this series constitute the proceedings and activities of the 'Kellett Commission', or rather, the Temporary Commission on the Reorganization of the Administrative Branch (the Reorganization Committee), from its inception in 1965 through the completion of its study and recommendations to the Legislature in 1967-1968. The Commission, which grew out of another William Kellett-chaired committee - the Committee on Improved Expenditure Management - was formed by the 1965 Legislature with the support of Governor Warren P. Knowles to overhaul, streamline, and restructure the assorted state agencies, boards and commissions which made up the state's executive branch of government.

Materials include minutes of the Commission, the recommendations of the various Commission subcommittees; press releases; analyses prepared by the Department of Administration's Bureau of Management of the recommendations and agency responses; written notices of approval or disapproval of the Commission's work from state agencies, private organizations, and individuals; documentation detailing the research and work of the Commission; and materials relating to a 1967 case study of the reorganization project, conducted by Sarah Stibbe under the auspices of the Department of Administration.
