Abstract:
Incoming and outgoing correspondence and record books used by the State Treasurer in disbursing allotments from the pay of Wisconsin's Civil War soldiers. In accordance with Chapter 190, Section 3, Laws of Wisconsin of 1862, individual soldiers were able to directly allot a portion of their pay for their dependents. These funds were paid into the state treasury for disbursement and were known as the Allotment Fund.

Scope and Content Note

Much of the outgoing correspondence consists of routine transmittal letters, although there are scattered letters concerning problems with the distribution of specific payments, especially problems in locating dependents. Many of the letterbooks are internally indexed by name. Unfortunately, many consist of faint copies that are difficult to read. The incoming correspondence frequently addresses the financial need of the dependents. (Some correspondence concerning Volunteer Aid may be included.)

The allotment roll lists the name of the soldier, his military unit, the name and address of the dependent to whom the allotment was paid, dates of payments, and remarks, most often changes in the residence of the dependent. (Inclusion of the residence of the dependent, which sometimes differed from the residence noted on the soldier's muster-in record, is of special value to family historians.) Also part of the series is a quarterly summary, 1862-1884, of receipts and disbursements from the Allotment Fund.
