Papers of Kathryn Morrison, the first woman elected to the Wisconsin State Senate, a Democrat who represented the 17th District (Richland, Grant, Iowa, Lafayette, and Green counties) from 1974 to 1978. The papers primarily document the 1977 and 1978 Legislature, and they consist of constituent correspondence, memoranda, clippings, extensive newsletters and weekly newspaper columns, photographs, draft legislation, and information circulated by state government agencies, other legislators, and advocacy groups. Best documented is Morrison's interest in divorce reform, the economic viability of family farms, medical malpractice, mining taxes, transportation and railroad abandonment, and controversial improvements to Highways 18-151. Also included are files on her role as a member of the Joint Finance Committee on the 1977-1978 state budget and particularly on appropriations for the Department of Health and Social Services. Biography/History
Kathryn (Katie) Morrison was born on May 22, 1942 in Madison, Wisconsin, the daughter of Gould E. and Geraldine Anderson Morrison. She attended Madison East High School and the University of Wisconsin-Madison, earning a Bachelor's degree in Business Administration in 1964 and an MBA in 1965. Morrison was employed by Pfizer in New York City as a personnel supervisor, 1965-1968, and she then worked as a part-time research analyst for the Midwest Planning Board until 1969. Morrison returned to academia in 1969 as a teaching associate at the University of Minnesota, then undertook a year of graduate study there. In 1970 Morrison joined the faculty of the University of Wisconsin-Platteville as an assistant professor of agricultural economics.
In 1974 Morrison was elected to the Wisconsin Senate to represent the 17th Senate District, which encompasses the southwestern part of the state. Recruited by Rep. Midge Miller as a candidate, at the time Morrison's political experience consisted of membership on the Platteville Water and Sewer Commission (1973-1975) and the executive board of the Grant County Democratic Party and serving as state coordinator of the Wisconsin Women's Political Caucus. Morrison faced stiff competition in the normally Republican district, running against Gordon Roseleip, a prominent legislator and outspoken opponent of the Equal Rights Amendment. Morrison campaigned on her thorough understanding of agricultural economics and the plight of Wisconsin's family farmer and on her support for women's issues. She received support from women's organizations around the state. Her upset victory made Morrison the first woman to be elected to the Wisconsin Senate (the first women were elected to the Wisconsin Assembly in 1924).
Morrison was assigned to the Senate's standing committees on Agriculture, Human Services, Labor and Taxation and on Education and to the Legislative Council's special committees on medical malpractice, mineral taxation, and care of the mentally ill. She also served on subcommittees concerning juvenile alcoholism and drug abuse, preferential tax treatment of land, and the Joint Committee for Review of Administrative Rules. In May 1976, Morrison was appointed to the powerful Joint Finance Committee. She also served on special committees on the Wisconsin Rail Plan, Primary Care (for the Health Planning Council), and the Governor's Commission on State-Local Policy and Financing, the Wisconsin Council on Criminal Justice, and the Chancellor's Advisory Committee (UW-Platteville). Morrison was defeated for reelection in 1978.
Kathryn Morrison belonged to several organizations and local bodies, including Common Cause, the executive board of the Grant County Democratic Party, the Wisconsin Women's Political Caucus, and the Platteville Chamber of Commerce. She was also the recipient of a number of awards: Wisconsin's “Outstanding Young Woman of the Year” in 1977, “Woman of the Year in State Politics” (Wisconsin State Journal, 1976), and “Woman of the Year” (Wisconsin Church Women United, 1976).
Scope and Content Note
The Morrison Papers document the political career of one of Wisconsin's notable women legislators, but unfortunately the collection is far from complete. Although relatively large in comparison with other state legislative collections when originally received at SHSW (25 cubic feet), the collection contains relatively little documentation about Morrison's first two years in the Senate and virtually no information on her election campaigns. There are also no true personal papers, no academic papers, and no materials on her involvement in professional and women's organizations.
The papers should be used in conjunction with the 1978 paper by UW student Roseline Rowe in Box 19 which analyzed Morrison and Michele Radosevich, who was elected to the state Senate two years after Morrison. Rowe discusses Morrison's leadership on some traditional women's issues such as divorce, her lack of leadership on others, as well as her academic interest in non-traditional legislative subjects such as agricultural economics and mining taxes. Morrison's election to the powerful Joint Finance Committee in only her second year is also important, and it is well covered here. Because official JFC records are held by the Historical Society Archives as part of Series 169, the documentation in the Morrison papers has been weeded to focus on her role. As a result, the documentation about the 1977-1978 budget and budget repair bill largely focuses on issues brought to the Health and Social Services group of which she was a member. Beyond Morrison's own unique status, her collection is also important for the documentation it provides about her district such as railroad abandonment and highway improvements.
The papers are organized as BILLS, CORRESPONDENCE AND SUBJECT FILES, COMMITTEES, and PERSONAL AND GENERAL FILES. The BILL FILES are arranged by bill number. With a few exceptions, the bill files cover only the 1977-1978 legislature, and they consist only of Senate bills that were sponsored or co-sponsored by Morrison or in which she took a special interest. Included are constituent correspondence, annotated draft bills, and informational materials circulated by legislators, state governmental agencies, and advocacy groups. The CORRESPONDENCE AND SUBJECT FILES contain documentation that is very similar, but they tend to concern Assembly bills or non-legislative issues. Especially important are the files on divorce reform, the family farm, railroad abandonment, and improvement of Highway 18-151. The documentation in the alphabetically-arranged COMMITTEE FILES is also similar, but this material concerns legislation about the Joint Finance Committee's deliberations about the 1977-1978 state budget and various special committees. These files focus on taxation in general and on appropriations for the Department of Health and Social Services in particular. Best documentated of the other committees on which Morrison served is the Legislative Council's Committee on Medical Malpractice.
Highlights of the PERSONAL AND GENERAL FILES are the complete files of press releases and her weekly newspaper column. Together, they provide the best documentation in the collection about Morrison and her political views.
