Biography/History

The Joint Committee on Education in Wisconsin (JCOE) was formed as a response to the crisis in state education caused by the financial depression of the 1930s. Its purpose was “to discuss and study matters of education, to encourage various groups to study educational problems, and to create intelligent public opinion.” First to recognize the need for such an organization was the Wisconsin Division of the American Association of University Women, which sponsored a meeting on January 14, 1934 at Delavan that resulted in the formation of the JCOE. In attendance were members of the Wisconsin Federation of Women's Clubs, Daughters of the American Revolution, and the Wisconsin Congress of Parents and Teachers. The committee grew steadily and by 1945 included representatives of eighteen different citizens groups and governmental agencies. Its activities consisted mainly of sponsoring educational workshops in various parts of the state, preparing statistical and informational materials for use in study groups of member organizations, and providing educational radio broadcasts. The JCOE emphasized the problems of taxation and school finance, of rural schools, and of educational legislation in Wisconsin. The collection includes no information on the JCOE after 1957.

Scope and Content Note

The records span the years 1934 to 1957 and contain six types of records. Included are organizational material such as a history, rules of procedure, activity summaries, and membership lists; correspondence; a nearly complete set of monthly minutes; and educational workshop information. Also included are a large file of JCOE publications and two folders of clippings on committee activities, 1934-1944.

The JCOE correspondence consists of general correspondence, 1935-1953, and letters to members, 1935-1956. Within the inclusive dates the general correspondence is very incomplete. The period 1935-1948 is covered in one small folder and much of it deals with the JCOE's one hundredth meeting held in November 1945. From 1943 to 1953 the general correspondence consists of three folders and deals primarily with educational workshops. The letters to members are form letters concerning the organization's activities, programs, and announcements.

Concerning the committee-sponsored workshops, 1934-1944, and 1949-1953, there are two scrapbooks and one folder of printed programs and reports. The publications contain in-house publications, 1937-1957, and publications for general circulation, 1945-1957. The in-house publications include “Study Group Materials,” 1937-1944, concerning various Wisconsin educational problems; educational legislation bulletins for 1937, 1939, 1949, and 1953; a newsletter-like publication entitled “Facts About Education in Wisconsin,” 1945-1955; radio transcripts; lists of educational publications; and two folders of miscellaneous publications.
