Abstract:
Correspondence from Friend's work as an attorney for the Chicago district office of the Federal Home Owners Loan Corporation, an agency which made mortgage loans to forestall home foreclosures. The letters are those written to the agency's Wisconsin and Illinois legal counsels and routine interoffice memoranda.

Biography/History

Henry C. Friend served as an Associate Attorney (Examining) in the Examining Division of the Chicago Regional Office of the Home Owners Loan Corporation from November 19, 1934 until April 30, 1936. The Home Owners Loan Corporation (HOLC) was a temporary government agency established under the Federal Home Loan Bank Board to make mortgage loans to homeowners whose property was threatened by foreclosure. The Chicago Regional Office was responsible for reviewing all loans made in Illinois and Wisconsin. During his tenure, Mr. Friend was responsible for considering conveyancing questions and interpreting and applying government regulations to loans reviewed by this office.

Scope and Content Note

The Henry C. Friend Papers date from July 1934 to April 1936. They consist of interoffice memoranda relating both to the routine operations of the office and to legal questions arising in the review of loans. The bulk of the collection is correspondence with the HOLC legal counsels in Illinois and Wisconsin concerning questions about titles, abstracts, etc. arising from the review of loans to be made in their respective states. Also included are three stenographer's notebooks which Mr. Friend used to record the files he reviewed.
