Papers of Russell L. Hibbard, a former assistant director of the Unemployment Compensation Department of the Wisconsin Industrial Commission, and later, director of unemployment compensation for the General Motors Corporation. The collection includes speeches and articles written or presented by Hibbard during 1948-1973 related to unemployment and workmen’s compensation laws and use.
