The Campus Diversity Initiative records document a series of University of Wisconsin initiatives focused on increasing the enrollment and graduation of students of color and the creation of a more inclusive and multicultural campus environment. The collection includes documents concerning the University of Wisconsin System initiatives "Design for Diversity" (1988) and "Plan 2008" (1998) with special attention to the implementation of these initiatives on the University of Wisconsin-Madison campus.

Arrangement

The Campus Diversity Initiative records are arranged partially according to their original order from the transferring institutions and partially by order imposed at the time of processing. The first two accessions, 1992/060 and 1993/057 were partially in order when the UW-Archives took custody of them. These accessions have been interfiled and together comprise boxes 1 and 2 in the final arrangement. Where possible this order has been preserved. At this time there were also a number of loose documents, those have been rehoused and labeled by the processor. Original file titles and file contents are interfiled alphabetically with those files created during processing.

In addition, boxes 3 and 4 were originally part of accession 2009/060 which was part of the personal papers of Professor Bernice Durand. The order of these documents was wholly imposed at the time of processing and they are arranged alphabetically by file title.

Biographical / Historical

The Campus Diversity Initiative records document the planning and implementation of a number of projects undertaken by the University of Wisconsin between 1988 and 2008 in order to broadly recenter diversity and inclusion in the University's activity. A spate of incidents of discriminatory activity on and off the campus of the University of Wisconsin-Madison between 1986 and 1988 and subsequent campus protests garnered national press attention and set the tone for discussions about diversity and the campus climate to permeate the top levels of university administration. In response to the Phi Gamma Delta "Island Party" incident and the protests lead by the Black Student Union, the UW-Madison created the Steering Committee on Minority Affairs. The final report of this Committee, colloquially known as the Holley Report after Professor Charles Holley, was published by the Chancellor's office in 1987. The Holley Report highlighted a number of concerns which would be echoed in much of the campus diversity planing that would follow, including the low rates of acceptance and retention for students of color, the lack of outreach programs and multicultural institutions on campus, and the lack of multicultural elements in the undergraduate curriculum. The Madison Plan, the first of UW-Madison's comprehensive diversity action plans would follow the next year.

UW-Madison was not alone in its prioritization of diversity issues. The University of Wisconsin System was, by 1988, also in the midst of its own diversity program, the Design for Diversity. Design for Diversity called for the Chancellor's of all UW System schools to present to the System President in one year a comprehensive plan to address key diversity areas on each campus over the next ten years. UW-Madison's "Madison Plan" served as its report to the System President.

The chief concern of Design for Diversity was the recruitment and retention of so called "targeted minority" students in the State of Wisconsin, these plans both sought to address a raft of issues which either represented barriers to entry for students with targeted minority backgrounds or hindered their successful participation, contribution, and eventual graduation from courses of study on UW campuses. By "targeted minority" the plan specifically indicated African-Americans, Hispanic-Americans, American Indians, and South East Asian and Pacific Islanders. These groups had seen, over the preceding decades, rates of admission and graduation proportionally lower than their representation in the states population as a whole. The diversity plans both identified a number of factors in this under-representation including the financial burden of University education, the hostile campus climate and lack of institutions focused on multicultural issues, the underrepresentation of these same groups in faculty, academic staff, and graduate students, and the lack of representation for these groups in curricula and course offerings.

The Madison Plan sought to create measurable goals and implementation time tables for the creation and expansion of campus resources which would increase access for minority students, build the presence of minority and multicultural institutions on campus, and broaden the available courses of study pertaining to underrepresented groups. This included expanding financial aid resources, stepping up recruitment efforts in High Schools including specifically those in Dane county and the City of Milwaukee, creating mentorship programs and initiating campus-wide tracking programs to find and offer assistance to students in danger of dropping out. In addition, the Madison Plan created a number of outreach initiatives, including school-university partnerships and the Upward Bound program, workshops for school teachers, and summer campus programs for disadvantaged students before and after admission. Finally, the Madison Plan required that an "Ethnic Studies" course would be required for every student pursuing a degree on the Madison campus and demanded the creation of new campus institutes and the hiring of more minority faculty members to support these new course offerings.

In 1998, ten years after the Design for Diversity had been formally adopted by the University of Wisconsin Board of Regents, planning began for another comprehensive document that would centralize campus diversity planning for the next ten years. The result, Plan 2008, again required all System campuses to submit formal plans to meet the goals of Plan 2008 within one year of its adoption. Planning for the UW-Madison campus began late that year with the intention of presenting ideas to the campus community and gathering feed back in early 1999 and drafting the final version of the plan that summer. Plan 2008 created a number of campus initiatives including an annual campus forum on diversity issues and outreach programs like the Precollege Enrichment Opportunity Program for Learning Excellence (PEOPLE). Plan 2008 echoed many of the same concerns and recommendations espoused first in the Holey Report and then again in Design for Diversity and the Madison Plan.

Scope and Contents

The Campus Diversity Initiative records are primarily composed of official and personal documents created during the creation and implementation of the Design for Diversity, Madison Plan, and Plan 2008 initiatives, all of which were broad projects carried out by the University of Wisconsin which sought to increase campus diversity and improve the campus climate for marginalized people.

Between 1986 and 1988 both the University of Wisconsin System Administration and the University of Wisconsin-Madison began to devote significant resources to a number of diversity related goals. Among these were: increasing the proportion of students from marginalized groups in incoming freshman classes and retaining those students through to graduation, increasing the proportion of faculty from marginalized groups, increasing the availability and impact of financial aid resources for marginalized students, founding and developing programs for outreach to Wisconsin communities, and redeveloping undergraduate curricula to promote diverse perspectives and subject matter.

This collection includes material from the University of Wisconsin System, but is primarily composed of documents the from University of Wisconsin-Madison. The System and Madison had separate parallel diversity initiatives underway in the late 1980s with the System's plan going by the name "Design for Diversity" and Madison's project going by "The Madison Plan".

Design for Diversity was divided into several committees including the Committee on the status of Minority Issues and the Undergraduate Teaching Improvement Council. The collection materials on Design for Diversity are primarily correspondence from a wide variety of administrators including then System President Kenneth A. Shaw and a number of UW System administrators. The plan required that each Chancellor within the UW System would, within one year, submit a comprehensive plan for the institutional improvement of minority education. These processes are documented in the collection chiefly by the correspondence of the Chancellors, President, and other administrators as well as copies of the reports submitted by constituent institutions and other planning documentation. Documentation in this collection regarding the Design for Diversity primarily covers the early stages of its conception in 1987 through the early round of institutional reports in 1989.

Documentation surrounding the Madison Plan is much broader given that offices which contributed material to the collection were primarily concerned with the UW-Madison campus. Though Design for Diversity in some ways provided context for the Madison Plan, the atmosphere around diversity planning on the Madison campus during the late 1980s was driven by a number of high profile incidents of racial bias on campus which generated national press attention. Madison Plan documentation, as a result, covers not just planning documentation and administrative reports but also a great deal of contextual materials including subject files on fraternity and race-relations incidents, material on student conduct policies, and responses from student and staff special interest groups.

Madison Plan records themselves cover a wide variety of goals, standards, and programs. These include: student financial assistance, student recruitment, student retention, outreach and partnership programs, faculty and academic staff recruitment and retention, undergraduate curriculum development (including the imposition of an ethnic studies requirement for all students on campus), the creation of the campus Multicultural Student Center, and maintenance of a non-discriminatory campus environment. Each of these programs has its own administrative committees, many of which are represented in the collection by reports and proceedings created between 1988 and 1990.

Finally, Plan 2008 was intended to be a continuation of the Design for Diversity. It entered its initial planning stages in 1997 with the intent of presenting the plan to the campus community in 1998, ten years after the initial adoption of the Design for Diversity, and having the plan guide diversity practices on campus for the ensuing decade.

Plan 2008 documentation came to the UW Archives primarily through the personal and professional papers of Professor Bernice Durand, who co-chaired the Steering Committee on Diversity with Associate Vice Chancellor Paul Barrows. As a result the documentation, though still capturing some broader context, is dependant of Professor Durand's activities including a good deal of her correspondence, documentation of the activities of the University Committee and the Faculty Senate. Durand was involved in more specific sections of the Plan 2008's planning and execution as well, including the subcommittee on on Campus Climate, working groups on curriculum, graduate and professional schools, human resources, and undergraduate student issues. Box 4 of the collection is entirely drafts of Plan 2008 annotated by Durand and others. Durand had already been on campus at the time of the original Madison Plan in the early 1980s and as a result her papers include some documentation of the implementation of that plan including copies of the finalized plan and of followup reports.
