Abstract:

Subject files from the UWM Dept. of Personnel Services describing policy decisions made in areas of hiring, salaries, grievance redress, and other areas. A large amount of the material relates to the implementation of UWM's Affirmative Action/Equal Opportunity program in the 1980s and early 1990s. There is also a substantial amount of material related to a UW-System initiative to standardize job titles and adjust salaries appropriately. The collection also contains files on a number of smaller initiatives undertaken by the Dept. of Personnel Services, including a study of UWM's clerical staff, information on collective bargaining agreements, professional development materials, and work done by the department examining the status of women on campus.

The Dept. of Personnel Services administered all personnel and human resources policies and procedures for the University of Wisconsin-Milwaukee, including Affirmative Action and Equal Opportunity issues, university-wide salary issues, sexual harassment and other grievances, and evaluations of hiring practices of various campus units. The director of the department served as university representative in collective bargaining and as representative to the UW-System Personnel board. In 1993, the name of the department was changed to the Office of Human Resources.

Barbara Faucett

The collection consists mainly of administrative files from the office of Barbara Faucett, Director of Personnel Services from 1973 to 1993. The Dept. of Personnel Services oversaw the implementation of the university's Equal Opportunity/Affirmative Action program, and as a result the collection contains voluminous information about this program, including evaluations of individual schools and colleges' implementations of UWM's Affirmative Action plan and the Office of Federal Contract Compliance Programs' 1981 Conciliation Agreement. Also related to the department's Equal Opportunity Efforts are files on the 1987 Harris-Hodge report, which describes the university's efforts to hire more minorities. There are also a number of files related to salary adjustments for classified and unclassified staff to bring average pay levels on par with peer institutions. The files labeled "Academic Staff Committee" relate directly to Academic Staff governance's reactions to these salary plans.

In addition to general administrative files, the collection includes files on a number of special projects undertaken by the Dept. of Personnel Services. Most notable among these are files relating to the Academic Staff Title and Compensation (ASTAC) committee, which met between 1987 and 1989 to redefine classified and unclassified staff job titles and to adjust pay scales for those new titles accordingly. The files on Hayes/Hill, Inc. relate to the work of an outside consultant on this plan. There are also a number of folders on the creation and implementation of staff development programs, including exceptional performance awards, the Academic Staff Professional Development Program, sexual harassment workshops, and workshops on the 1988 Drug-Free Workplace Act. Also included are files from studies and task forces, including an analysis of clerical workforce salaries, files from the Task Force on the Status of Women, and files from the Women Together Conference held at UWM in 1980. Finally, the collection contains documentation on the creation of the 1983 Personnel File Policy, which mandated early retention and custody rules for official personnel files at UWM.

The most recent accession added employee handbooks produced by the Department of Personnel Services, including a benefits handbook, a supervisor's handbook, and updated versions of travel regulations for the 1970s and 1980s.

Personnel Services transferred accession 1993-001 to the Archives in August 1993.
