Abstract:
The collection contains numbered documents, correspondence, and minutes of the Graduate Faculty Council largely documenting program reviews, reports, recommendations, changes, and proposals for new graduate programs. Pre-1956 Graduate Council materials concern graduate work at the Milwaukee State Teachers College and at the Wisconsin State College, Milwaukee (UWM predecessor institutions). Also included in the collection are minutes of Graduate Faculty Council subcommittees, including the Program Committee, the Committee on Reviews, and the Ad Hoc Committee for Distinguished Title Prefix.

Biography/History

The Graduate Faculty Council represents the Graduate Faculty. It maintains a continuing review of existing graduate programs and periodically requests the Graduate Dean's Committee to undertake specific studies and make recommendations to the council concerning continuance, modification, or discontinuance of existing programs and other matters of concern to the council.

Departments or other academic units may appeal to the Graduate Dean's Committee, which is responsible for implementation of policies and administrative coordination and supervision of the graduate programs, from administrative actions of the Graduate School office affecting the conduct of graduate programs, subject to final appeal to the Graduate Faculty Council by any aggrieved party. The chair of the Graduate Faculty Council appoints an ad hoc appeals committee to investigate and review appeals from the Graduate Dean's Committee and make recommendations to the Graduate Faculty Council.

Access Restrictions

The files of the Ad Hoc Committee on Distinguished Title Prefix (in box 8) contain personally identifiable personnel information and are thus restricted under UWM Personnel File Policy S-42. Access is regulated by Section III.A.2 and III.A.3.

There are no access restrictions on the remainder of the materials, and the collection is open to all members of the public in accordance with state law.

Acquisition Information

An unknown individual transferred the collection to the Archives prior to 1989. For a large part, the collection appears to have been compiled by Archives staff who received the materials from various campus offices. The Graduate School transferred accession 1997-016 in 1997. The Graduate School donated additional materials in October 2013 (accession 2013-019), August 2014 (accession 2014-011), and in April 2015 (2014-042).


Processing Information

Christel Maass processed the collection at the Archives in November-December 1995. Jessica Sawinski processed additional material in December 2006. Rachel Arndt partially processed accession 1997-016 in December 2007 (Brad Houston supervised). Brad Houston finished processing accession 1997-016 in July 2008. Charles Welborn processed additional material in July 2012. Ashlie Biddle (supervised by Brad Houston) integrated accessions 2013-019, 2014-011, and 2014-042 into the collection in October 2015. Christel Maass added some additional minutes from a Library Director accession (2006-070).

Scope and Content Note: Official documents created by or submitted the Graduate Faculty Council for consideration during their meetings. Most of these documents either enumerate official Graduate School Policy, propose the creation of or a change in a graduate program at UWM, or make recommendations from the various subcommittees to be acted upon by the GFC or the Provost. Also included in the series are annual reports of the main committee and subcommittees and official summary reports of Graduate Program Reviews (supplementary materials and full reports are typically found in the collection of the school or department under review).
Arrangement of the Materials: This series is arranged numerically by the Graduate Faculty Council document number, which corresponds roughly to chronological order. The original collection was missing a number of documents in the series; many of these were transferred in the 2014-2015 accessions and can be found in the listed folders in Box 11. Boxes 9 through 11 also contain follow-up reports on some Graduate Faculty Council documents (labeled with an A at the end of the number).

Scope and Content Note

Letters to and from the Provost, Dean of the Graduate School, and UW System Vice President for Academic Affairs concerning particular GFC documents, primarily those having to do with the creation or modification of an academic program. Transmittal forms originating from the Graduate School typically consist of a notification that a program change has been approved by GFC and a request for approval by either the Provost or UW System, and may or may not include a brief summary of the document. The approving authority typically sends back comments or changes, or otherwise indicates that the document is approved or not approved and why.

From 2000 onwards, Transmittal Forms may consist solely of a print out of a confirmation screen from the Department of Enrollment Services' Online Program Change Form. This form may include change justification and summaries of additional resources required.

Arrangement of the Materials: This subseries is arranged numerically by document number, which roughly corresponds to chronological order. Individual PDFs in the electronic file are coded according to their office of origin. Files beginning with codes in the form of "123T" typically come from the Graduate School to the Provost or the UW System Vice President of Academic Affairs. Files with codes in the form of "123PT" typically come from the Provost/Vice Chancellor of Academic Affairs. The codes "123APT" or "123AT" originate from an assistant dean or associate vice chancellor.
