Abstract:
Records of the assistant chancellor's office, and its predecessors, the Dean of Student Affairs and Assistant Chancellor for Student Services and Special Programs. Most of the records date from 1970-1984. The majority of the collection consists of the files concerning the operations of ad hoc and standing committees, departments and programs within Student Affairs, including Admissions and Records, the Experimental Program in Higher Education, Financial Aid, High School and College Relations, Housing, International Scholars, Learning Skills, Placement and Career Development, Registration and Records, and Student Health. The files contain copies of correspondence, reports, and background materials either created by the assistant chancellor or sent to him from other offices documenting funding, staffing, and program development. The collection contains numerous records concerning the recruitment, retention, and quality of African American student life at UWM, including files on the Advisory Committee on Minority/Disadvantaged Student Life, the Experimental Program in Higher Education, and the Upward Bound Program. A variety of files concerning student housing at UWM document the development of on- and off-campus housing services, residence regulation, and costs of services. Also included in the collection are several files related to the Affirmative Action Advisory and Oversight Committee (AAAOC), the Student Accessibility Center (SAC), the Pre-College Program, and the Division of Student Academic Development.

The collection contains a few records of the Wisconsin State College, Milwaukee which predate the creation of Student Affairs in 1956, including files from the Dean of Women and New Student Week. No records exist from the tenure of Robert E. Norris and David W. Robinson as deans of Student Affairs (1956-1970).

Biography/History

The office of Dean of Student Affairs was established in 1956, upon the creation of the University of Wisconsin-Milwaukee. The Division of Student Affairs was sometimes referred to as the Department of Student Affairs, but usually shortened to "Student Affairs." In 1970, Student Affairs became Student Services and Special Programs, and reverted back to Student Affairs on 1 July 1981. In 2000 the division was renamed Student and Multicultural Affairs, and in 2003 reverted back to Student Affairs.

Scope and Content Note

The majority of the collection consists of the assistant chancellor's files concerning the operations of departments, offices, and programs within Student Affairs. The files contain copies of correspondence, reports, and background materials either created by the assistant chancellor or sent to him from other offices. The files also contain agendas, minutes, and supporting materials from ad hoc and standing committees within the office of Student Affairs. The files created by Assistant Chancellor Spaights often contain especially frank correspondence, memoranda, or reports.

The collection contains numerous files on general administrative operations within Student Affairs. Excellent summaries can be found in the annual reports, and in the audit files of the various departments and programs, which usually include detailed analyses of programs, budgets, work loads, and other issues. Among the most well documented operations are the following departments or programs:

The Administrative Council was a "decision-making/information sharing group" within Student Affairs which usually met weekly, chaired by the assistant chancellor. The files include agendas, background materials, correspondence, and minutes, which document the assistant chancellor's involvement in general administrative concerns such as the budget, procedures, and program development.

The collection contains a variety of files concerning student housing at UWM. The records of the Department of Housing include correspondence and reports on the development of on- and off-campus housing services, residence regulation, and costs of services. The files on Sandburg Commons and the Sandburg Halls provide similar information on UWM's main residence dormitories.

The correspondence files contain the assistant chancellor's incoming and outgoing letters with individuals on and off campus, usually concerning general policy issues, funding, staffing, and other administrative concerns. Some of the correspondence can also be found in the files on committees, departments, and programs.

The files on the Dean of Women, which date back to 1936, document the development of policies concerning housing and sorority regulations for female students at the Wisconsin State College, Milwaukee and UWM. The files do not include any information explaining the changes in the function of the Dean of Women in the 1960s, although the general 1936-1968 file does contain a document from 1968 which provides a history of the office, and an explanation of job duties.

The collection contains extensive documentation on the Experimental Program in Higher Education (EPHE), which began in September 1968 to admit "culturally distinct" students into UWM who were denied entry into the university because they did not fulfil the regular requirements and to retain those students until they graduated. The files include a useful semester summary of "Characteristics and Performance of the Participants," which contain analyses of scholastic performance, ethnic group, residence, age, sex, and marital status. No personally identifiable information is provided. The EPHE files include records of the Upward Bound Program, which began in July 1972 as a tutoring and college preparatory program for high school students with "disadvantaged backgrounds." The files include semi-annual reports which provide information on academic program structure; curriculum; plans and projections; community, recreational, and cultural programs; and statistical data.

The development of UWM's policies and programs on student health are well documented in the collection. The files on the Department of Student Health include documentation on efforts to improve health services, including immunization of students, improvements at the Student Health Center, and the development of psychological services. Of particular interest in a 1978-1979 survey of student health needs using an "ecosystem model," which stressed that program and policy changes were predicated on a systematic survey of the students perceptions of their needs. Information on the survey can be found in the Department of Student Health's 1979 general files and the records of the Student Health Ecosystem Evaluation Project.

The Department of Placement and Career Development conducted an annual survey of graduates, which provide data on placement rates; geographic location of placement; types and activities of employers; salaries; and background of the students, including ethnic heritage, sex, and grade point average. No personally identifiable information is provided.

The files on veterans at UWM include correspondence, grant proposals, and reports on programs which provided academic and financial assistance.

The collection also includes files on the Pre-College Academy and its successor, the Pre-College Program, both of which outreach programs administered by the Division of Student Affairs to expose high school students to UWM's academic and social environment. These programs were usually administered to Milwaukee students during the summer session, and also provided tutoring services and the academic underpinning for UWM's College for Kids program.

No records exist from the tenures of Robert E. Norris and David W. Robinson as Deans of Student Affairs (1956-1970). The head of Student Affairs was officially called the Dean of Student Affairs, but was often informally called the Dean of Students until 1974. The official office of the Dean of Students was established in 1974 following the resignation of David W. Robinson as Dean of Student Affairs, and reported to the Assistant Chancellor.

The files are organized alphabetically by personal name, name of office, or by subject, then chronologically. Files can contain a variety of materials, including correspondence, staff memos, and reports.

Access Restrictions

The unclassified personnel files in boxes 24-35 and 38 are restricted in accordance with UWM Personnel File Policy S-42. Access is regulated by Section III.A.2 and III.A.3.

The files in box 48 are restricted in accordance with the Family Educational Rights and Privacy Act (FERPA). Access may be granted by permission of the University Records Custodian or pursuant to the terms stipulated in 34 CFR 99.31.

There are no access restrictions on the rest of the collection, which is open to all members of the public in accordance with state law.

Acquisition Information

An unknown individual transferred most of the collection to the Archives prior to 1989. The provenance of the records is unclear. It is not known if particular records were brought together by the Assistant Chancellor or if they were separated from other files by Archives staff. The records, whatever their provenance, were placed together under Student Affairs by the Archives staff sometime before 1989. When reprocessing began in 1993, it was decided to leave the existing organization intact rather than to possibly confuse the provenance even more. Includes accessions 1991-002, 1991-017, 1992-002, 1992-003, 1992-007, 1992-027, 1992-031, 1992-035, and 1994-014. Barbara Sorenson transferred accessions 1994-017 in December 1994, 1994-022 in February 1995, and 1995-029 in November 1995. Lorraine King transferred accession 1997-010 to the Archives in July 1997. Lorraine King transferred accession 1997-041 in March 1998. Lorraine King donated accession 1998-036 in January 1999. Umeeka Harris transferred accession 2001-045 to the Archives in January 2002. Judy Dollhausen transferred accession 2004-030 to the Archives in November 2004.


Processing Information

Mark A. Vargas processed the collection at the Archives between October 1993 and June 1994. The collection originally consisted of forty-five separate accessions and series. In October 1994 an accession of unclassified personnel files was added to the collection. Christel Maass added accession 1997-010 to the collection in July 1997. Christel Maass added accessions 1994-017, 1994-022 and 1995-029, as well as some miscellaneous materials to the collection in October 1997 (boxes 36-37). Christel Maass added accession 1997-041 to the collection in March 1998 (box 38). Jeremy Brett added accession 2003-025 in November 2006. Dan Vinson and Christel Maass processed the 2004-030 accession (boxes 43-45) April-August 2008. Matt Shoemaker and Brad Houston processed the 2001-045 accession (boxes 46-48) in September and October 2008. Charles Welborn processed additional material in August 2012. Brad Houston added some additional materials in November 2012.


Deaccession Information

In June 2016 Brad Houston deaccessioned accession 1998-036 under Records Retention and Disposition Authority UWPER002 (Non-Tenured Faculty and Academic Staff Personnel Files).
