Abstract:
Collection consists of official records largely created by Colonel Samuel D. Stroman, a professor of military science, and Norman P. Lasca, a professor who served as director of the military education program. Most date from 1967 to 1972. The records document the evolution of ROTC courses at the University of Wisconsin-Milwaukee (UWM), including Curriculum "C," an experimental set of courses taught by faculty from other UWM departments. Also includes files documenting the department's efforts to improve its funding and physical plant, contracts with the Army and other local campuses, efforts to reverse declines in ROTC membership, and continued concerns about the administrative control of ROTC within UWM. There is little mention of the Vietnam War or protests against ROTC. Also includes records of the ROTC Committee and the Ad Hoc Committee on ROTC Organization and Structure. The only records predating UWM's establishment in 1956 are a certificate of award from the Army Air Force to the Wisconsin State Teacher's College and a program for a student stage production, both dating to World War II.

Biography/History

The Military Science Department was established when the University of Wisconsin-Milwaukee (UWM) was created in 1956 as a result of the merger of the Wisconsin State Teachers College, Milwaukee, with the University of Wisconsin Extension Division. Prior to that time, each institution had a separate Army Reserve Officer Training Corps (ROTC) program, with the Wisconsin State Teachers College program dating back to 1952. The Military Science Department was termed a "department at large"; it was not placed within any school or college for administrative purposes and did not report to any university administrative officer. A basic ROTC course was mandatory for male students. In 1960, a statewide university decision made ROTC training voluntary for UWM male students. A new ROTC curriculum was developed, whereby, for the first time, both academic and military faculty taught courses. The new professor of military science in the 1974 fall semester was reduced in rank from a colonel to a lieutenant colonel as a result of diminished support from the Army for UWM's ROTC Program. Administrative responsibility for the department was transferred to the College of Letters & Science, with the director of officer education reporting to the dean of the college.

Acquisition Information

An unknown donor transferred the records to the Archives prior to 1989.


Processing Information

The Archives staff initially processed the collection in April 1991. Mark A. Vargas simplified the arrangement but did no re-foldering of the materials in March 1993 at the Archives.
