Biography/History

Terry L. Witkowski served as alderman of the 13th ward/district of the City of Milwaukee from 2003 to 2019. He was elected to the Common Council in 2003 in a special election and has lived in his district since 1955.

Witkowski received a bachelor's degree from Marquette University and a master's degree from the University of Wisconsin-Whitewater. He was a longtime safety director of both the Milwaukee Safety Commission and the Milwaukee Police Department. He also worked as a part-time police officer for 22 years.

Witkowski served as president of the South Side Business Club, the Survive Alive House Foundation, and the South Side Civic Association, and served on the boards of the National Safety Council, Businesses Against Drunk Drivers (BADD), and Citizens Against Drug Impaired Drivers.

Scope and Content Note

This collection includes correspondence, ordinances, newspaper clippings, publications, reports, maps, and statistics. One of the larger subjects covered is the licensing and constituent concerns over the adult entertainment establishments ‘Blue Canary’ and ‘Daddio's’. The proposed community benefit ordinance and individual local developments is another large subject.

Other areas of focus are work with the League of Wisconsin Municipalities, police response to automated building alarms, factors contributing to MMSD dumping, and the implementation of cameras to curb red light running. The original subject headings from aldermanic staff have been kept intact as much as possible.

Arrangement of the Materials

The collection is arranged alphabetically and then chronologically within each folder.
