Biography/History

Willie L. Hines, Jr. attended Rufus King High School and then Marquette University, graduating in 1988 with a Bachelor’s of Art degree. He played basketball for Marquette in 1984 and 1985. Before being elected as an alderman, he worked for the Milwaukee Urban League, Pepsi, Ford Motor Company and former Congressman James Moody. In 1996 he was elected alderman for Milwaukee’s 17th district. He was reelected until 2004 when the district was eliminated due to redistricting. He was then elected/reelected alderman to the 15th district from 2004-2014. In 2004 he was elected by his fellow alderpersons to be Common Council President. He also held that title until January 31, 2014 when he resigned to take a position as associate director of the Housing Authority of the City of Milwaukee (HACM). Hines had previously served on HACM’s Board of Commissioners from 1998-2014. His predecessor for the 15th district was Thomas Nardelli and for the 17th district was E. Fay Anderson. His successor for the 15th district was Russell Stamper.

Since 2021 he has been HACM’s acting director and in 2022 was appointed officially to the role. He is HACM’s first African American in that position.

Scope and Content Note

This collection contains records from the City of Milwaukee’s 15th District Alderman, then 17th District Alderman and Common Council President Willie L. Hines, Jr. The bulk of the records date from within his Aldermanic tenure, 1996-2009 but there are a few that predate his term. They are previous copies of reports, articles or miscellaneous research. The original subject headings from aldermanic staff have been kept intact as much as possible. This collection includes reports, statistics, publications, correspondence, drafts of ordinances and articles. Some of the largest subjects include materials regarding the Milwaukee Police Department, Fire & Police Commission, copies of speeches Hines gave and general economic development projects around the City of Milwaukee. There are also several folders of materials on health related topics such as lead hazards, smoking/tobacco use and health department programs.

Folders are arranged alphabetically by subject and then chronologically within each folder.
