Biography/History

The city charter of 1846 created the City Assessor. Initially these were called Ward Assessors and were responsible for making real estate and personal property assessments in each of the four original wards. The taxes collected were turned over to the City Treasurers’ Department where a detailed account book was kept for each ward. Today the Assessor's Office is overseen by a commissioner who is appointed by the Mayor. The Assessor's Office uniformly finds, lists, and values all taxable property as well as provides information to the public and other city departments.

Scope and Content Note

The collection is comprised entirely of volumes from the City Assessor. The List of Persons… are records for Wards 1, 8 and 9 in 1867 and Wards 1 and 8 in 1868 which list the name of person, company, corporation or firm served by assessors with a blank assessment statement and notice. Information provided includes address, amount returned and comments (occupation listed under comments). Name index for 1868 only. The Record of Board of Review is minutes of meetings, including affidavits and testimony presented to the Board of Review.

The Personal Property Assessment Roll is listed by ward and then alphabetically arranged. Information provided includes street, number and value of horses, neat cattle, mules and asses, sheep and lambs, swine, wagons, carriages and sleighs, watches, pianos and melodeons, and shares of bank stock.

There are two separate runs of Real Estate and Personal Property Assessment Rolls. The first set is listed by ward and provides name, lot, block, value of lot, and value of buildings. In some volumes, there is a separate listing for personal property assessments; sometimes it is in alphabetical order. Information provided includes name, description of property and value. Missing all volumes for 1852-1859, 1861-1863, 1866, 1868-1869. The second set is also listed by ward and provides name of owner, description of property, value of real estate, and improvements. A separate listing for personal property assessments is alphabetically arranged; information provided includes address, number and value of horses, neat cattle, mules and asses, sheep and lambs, swine, wagons, carriages and sleighs, watches, pianos and melodeons, and shares of bank stock.

The Tax Key Conversion Indexes are comprised of several volumes and are indexes of the old tax key numbers that were used from 1933-1959. The numbers are arranged chronologically by the old numbers which then lists the new numbers that were used starting in 1960.

Arrangement of the Materials

The collection is arranged alphabetically.
