Biography/History

The creation of the Bureau of Economy and Efficiency was approved by the Common Council on June 14, 1910. Working under the Office of the Comptroller, the Bureau was to investigate the accounts of all City of Milwaukee departments and make recommendations on how the City could be run more efficiently. John R. Commons organized the Bureau and was its first Director.

Scope and Content Note

This collection contains Bulletins #1-19 of the Bureau of Economy and Efficiency for the period May 1911 to April 1912, which deal with various work-related issues within the City and includes proposed changes to improve the system.

Note: Bulletins #3 (Garnishment of Wages published by Wisconsin Bureau of Labor), #4 (Women’s Wages published by the Wisconsin Consumers’ League), and #9 (Review of Bureau Work) are missing. Additional copies have been cataloged, including Bulletins #4 and #9 which can be viewed in the Humanities Department.
