Records of the Office of Cable Regulation, which
administered the cable agreement and operated the City cable television studio. It
also had responsibilities regarding use of dedicated channels set up for purposes of

improvement of cable and telecommunication services. Contains minutes,

Biography/History
The Office of Telecommunications, established in 1981, regulated cable television
within the City. The next year, the City contracted with Warner Amex for a local
cable franchise. It later became the Office of Cable Regulation, and was part of the
Department of Administration. It administered the Warner agreement and operated the
City cable television studio (Channel 26). It also had responsibilities regarding
use of dedicated channels set up for purposes of community access and information,
and for long range planning, expansion and improvement of cable and
telecommunication services. Due to changes in state law, the City of Milwaukee no
longer regulates cable television or video programming services. Customers who are
having problems with their services now contact their cable providers.
Scope and Content Note
This collection is comprised of the administrative files of the Office of Cable
Regulation, which dealt with the everyday operations of the Office and the studio.
There are materials on marketing, programming, and various committee reports. Also
included is the correspondence of the Directors, Robert “Woody” Welch and Ron Legro;
Assistant Directors Gwendolyn LaCroix and James P. DeNomie; as well as other members
of the department. Reports on the merging of Warner Cable and Toshiba to Time Warner
Entertainment are also included.

folder.
