At first it was only a rumor that Rieve was becoming involved; but it soon became evident, from certain statements made by Majority members of the Executive Council, that he was taking a position in favor of the Majority. The Administration attempted to nullify Rieve's position by threatening to revoke his salary if he came to the 1964 convention and spoke on behalf of the Majority. Rieve was angered by the Administration's plan; and thereafter there was no question that he would be attending the convention and voicing his opinion. At that point, he was trying to protect himself.
