Files include information on how other states handle these issues and how other Wisconsin state agencies handle background checks, both criminal and personal. The Neil Gebhart files contain almost exclusively correspondence, both internal to the department and to outside parties, regarding the administration of Medicare programs in various Wisconsin counties.
