seeking certification and annual recertification as a Disadvantaged Business Enterprise
(DBE) under the DBE program requirements of federal 49 CFR 23 as administered by the
Wisconsin Department of Transportation. Certification as a DBE or joint venture DBE
identifies a firm as a small business firm independently owned and controlled by one or more
socially and economically disadvantaged person. It also identifies that the firm possesses
the resources/expertise to operate in the firm's field of work. Certification is for
participation in the DBE program. If a DBE firm does business in another state, Wisconsin
will forward certification information to the other state through reciprocity
agreements.
