Part 24 (2009/056): Additions, 1994-2004 0.8 cubic feet (2 archives boxes) : Files, 1994-2004, related to the civil rights case of Robert J. Enis v. Department of Health and Family Services. Included are correspondence, depositions, legal research, briefs, memos, and pleadings. Enis, a resident of Mendota Mental Health Institute, focused his case on Wis. Stat. 971.17(3)(c) which permitted the state to medicate persons committed after acquittal of a crime by reason of mental illness, if the state can prove to the court that such persons are not competent to refuse medication. The court ruled in Enis' favor, finding that Wis. Stat. 971.17(3)(c) was unconstitutional because it did not require a court to determine that an incompetent inmate is dangerous prior to ordering forced medication.
