Alonzo J. Winnie established the Department for Training Teachers of the Deaf at the
Milwaukee Normal School in 1913. Stella Stillson Slaughter was director of the Division of
the Education of Exceptional Children of the State Teachers College in the early 1930s. Her
successors have included: Samuel A. Kirk, Maurice H. Fouracre, Alice Streng, Godfrey D.
Stevens, Eugene L. Stevens, Robert L. Erdman, James L. Olson, Paul Haubrich, Richard Fox,
and Leopold Dicker.
Streng was director/chair of the Division of Exceptional Education of the Wisconsin State
College, Milwaukee at the time of the 1956 merger creating UWM. After the merger the
department was known at the UWM Department of Exceptional Education.
The Department has been known by various names including: Dept. of the Education of Deaf
Children, Division of Education of Exceptional Children, Division of Exceptional Children,
Division of Exceptional Education, and Division of Education for Exceptional Children.
