Scope and Content Note

Files from a two-year research project which assessed the impact of federally-funded employment programs on Wisconsin women, compared services received by men and women in federally-funded Comprehensive Employment and Training Act (CETA) programs, and developed recommendations to improve programs for unemployed and low-income women.

This and the next two parts (Series 1968 and Series 1969) document the CETA and Wisconsin Women Research Project. The records in this part include introductory materials noting the objectives of the Title I research and providing an overview of the research methodology. The main component of the records is interviews with and quarterly reports from the Prime Sponsors and CETA program operators in Wisconsin. These records provide information on eligibility requirements, target groups, numbers of individuals participating, program operation, availability of supportive services, outreach methods, and job placement efforts. While information is available on all ten Prime Sponsors of Title I programs, there are records on Title II and Title VI programs for only the five Prime Sponsors studied and three of the Area Manpower Planning Districts. (See contents list for those studied.) In addition, there is information on several of the special CETA projects designed to assist women. The majority of the information documents CETA operations in fiscal year 1977.
