Gregg Underheim Papers, 1993-2006

Scope and Content Note

The documents in this collection date from 1993 to 2006, with the bulk of the collection dating 1996 to 2003. Major subjects documented in the collection are Underheim's work on the Joint Legislative Council's Special Committee on Health Care Information, the State and Local Finance Committee, and legalization of medical marijuana. The collection includes Underheim's correspondence with other committee members and colleagues, insurance and health care providers, and constituents. Also included in the collection are varying forms of information, which Underheim gathered as research for his areas of professional interest. These include newspaper articles and Web pages, reports, power points, pamphlets, newsletters, and booklets. Other documents consist mostly of correspondence via letters and emails, handwritten notes, bill drafts and amendments, and some published materials.

The Gregg Underheim Papers are arranged in three series: STATE AND LOCAL FINANCE COMMITTEE, SUBJECT FILES, and LEGISLATIVE COUNCIL FOR COMMITTEE ON HEALTH CARE INFORMATION.

The STATE AND LOCAL FINANCE COMMITTEE series contains material from 1999 to 2003 and documents Underheim's work and activities dealing with the Kettl Commission, shared revenue, and other various financial issues taken up by the committee. Types of documents include bill drafts, mandates, correspondence, and member motions. Financial interactions between the state and its cities and towns are also well documented.

The SUBJECT FILES series contains documentation of multiple issues of concern to Underheim between 1993 and 2006, such as the legalization of medical marijuana, the Personal Protection Act for Concealed Carry, a literacy program called “Phonics for Felons,” consumer protection in managed care, credit scoring for insurance companies, the sale of nitrous oxide, and the University of Wisconsin and Allograft Resources debacle.

The LEGISLATIVE COUNCIL FOR COMMITTEE ON HEALTH CARE INFORMATION series contains material from 1996 to 2003, and includes many articles from journals, newspapers and websites. There are drafts and amendments of health care related bills, as well as correspondence with colleagues, committee members, health care providers, insurers, health care groups and associations. The collection documents the type of information gathered and used for research in the creation and amendment of Wisconsin Assembly and Senate bills.
