: Papers, 1974-1992, of Frances B. Bicknell, the mother of a son with developmental disabilities and a Madison activist who fought to protect and preserve the rights of people with developmental disabilities. This collection includes records from Bicknell's time serving on the Dane County Developmental Disabilities Services Board in the late 1970s, including material from the Protective Services Committee, Board publications, and information about services provided by the Board. Bicknell also served as co-chair of the Wisconsin Department of Health and Social Services Protective Services and Guardianship Task Force from 1979-1981. These papers include Task Force correspondence, Task Force reports, and resource material collected by Bicknell, chiefly about the legislative history of various Wisconsin laws related to guardianship as well as studies and other material on the topic. Additionally there are reports and publications about the guardianship of people with developmental disabilities collected by Bicknell over the years.
