Scope and Content Note: Papers, circa 1965-1975 and 2015, of Betty Johnson of Janesville, Wisconsin, concerning her efforts to improve the care of the mentally disabled at state facilities. The papers include Betty's five scrapbooks detailing the family's efforts to help her son with disabilities, his experiences at Southern Colony, the fundraising and work with local and state mental organizations and her son's death in 1967. Also included are other reports and publications such as the "Wisconsin State Plan for Construction of Mental Health Facilities" (1968-1969), "Guidelines for Action in Mental Health and Retardation" (1965), the "Beloit Public Schools Practices and Procedures to Facilitate the Implementation of Chapter 115 of the Wisconsin Statutes" (1975), and Betty's remembrance, A Personal Story on Behalf of Handicapped Children (2015).

Scope and Content Note: Papers, 1970-1977, of Elaine Keller relating to her work with the Wisconsin Association of Retarded Children (WARC), a Wisconsin non-profit organization devoted to passing the Bill of Rights for Handicapped Children (Senate Bill 185), a bill the organization believed necessary to integrate children with developmental disabilities into public school systems. The papers consist of the drafts, proposed changes, and amendments to the bill provided by various committee members prior to its passage. Also included are news clippings on the Bill of Rights' passage, WARC bulletins, memos, parent training manuals, and correspondence, as well as materials documenting Keller's work with the Milwaukee Public Schools' implementation of the new law.

Scope and Content Note: Papers, 1969-2016, of Dr. Barbara J. Pellegrini, the mother of a son with learning disabilities and an activist and advocate for public special education. This collection contains material related to Pellegrini's role in advocating for resources for special education in Beloit and Rock County and in changing state laws pertaining to special education. The collection includes four notebooks compiled by Pellegrini in writing her self-published 2015 memoir, The Way It Was. The notebooks contain clippings, correspondence, resources, and other materials relating to special education. One notebook also includes correspondence (1981-1985) related to Pellegrini's job as the Comprehensive System of Personnel Development Coordinator for Cooperative Educational Service Agency (CESA) 17 (later renamed CESA 2). Also included are personal accounts from Suzanne Kendrick and Donna Mutschler about their efforts to secure special education instruction for their children.

Scope and Content Note: Papers, primarily 1970-1980, collected by Barbara Rock while working as a member of Milwaukee Parents Association of Children with Learning Disabilities and their project, Milwaukee Task Force on Children with Exceptional Education. The Task Force centered on achieving equal and accessible access for children with special education needs. The papers consist of the Task Force's annual reports, newsletters, workshop materials, news clippings, and Rock's correspondence with disability activists and politicians. Also included are Wisconsin Association of Children with Learning Disabilities notes and letters, 1976 Chapter Operations Manual, and Professional Advisory Board material, a photograph of Rock serving as a disability activist, Wisconsin statutes related to exceptional children, and Governor Lucey's 1976 proclamation of October Learning Disabilities Month in the State of Wisconsin.

Scope and Content Note: Papers, 1974-1992, of Frances B. Bicknell, the mother of a son with developmental disabilities and a Madison activist who fought to protect and preserve the rights of people with developmental disabilities. This collection includes records from Bicknell's time serving on the Dane County Developmental Disabilities Services Board in the late 1970s, including material from the Protective Services Committee, Board publications, and information about services provided by the Board. Bicknell also served as co-chair of the Wisconsin Department of Health and Social Services Protective Services and Guardianship Task Force from 1979-1981. These papers include Task Force correspondence, Task Force reports, and resource material collected by Bicknell, chiefly about the legislative history of various Wisconsin laws related to guardianship as well as studies and other material on the topic. Additionally there are reports and publications about the guardianship of people with developmental disabilities collected by Bicknell over the years.
