Shannon's office dealing with administrative plans, publicity, fundraising, and attempts to get Congressional recognition as a national museum. The museum was the idea of railroad historian Carl R. Gray, Jr. and was to be operated by the State Historical Society of Wisconsin, but was opened as an independent museum in 1961. English
