Elmer H. Groth was born 27 April 1897. He worked as a law clerk and eventually earned
a law degree from Marquette University. During World War I, Groth served as a
Lieutenant in the United States Army. In the 1920s and 1930s he served as a City of
Milwaukee assistant attorney.
