The City Pound, part of the original City charter of 1846, and under the Chief of
Police, enforced an ordinance restricting animals from running at large within the
city limits. Owners of animals picked up by the pound attendant or driver could be
fined. The original ordinance only regulated dogs, but expanded in 1857 to include
livestock. After the Pound’s elimination, control of animals was placed under the
Environmental Health Division of the Department of Health.
