Biography/History

Thomas P. Donegan is a Milwaukee native. He graduated from Marquette High School in 1963. He received his B.S. in philosophy from St. Louis University in 1969, and his law degree from New York University Law School in 1974. Before being elected as the 7th District Alderman in 1984, Donegan worked as a lawyer for Legal Action of Wisconsin and taught English at Campion High School. During his time as alderman the organizations and committees on which he served included but are not limited to: Neighborhood Improvement Development Corporation, Community Housing Preservation Corporation, Steering and Rules Committee, Central Board of Purchases, Judiciary and Legislation Committee, Finance & Personnel Committee, Building Code Committee, Community Development Policy Committee, Building Inspection Policy Task Force, and the Sherman Park Community Organization. He was also elected as the Common Council President in 1988. In 1992 he decided not to run for a third term as alderman to pursue a judgeship with the Milwaukee County Circuit Court, Branch 45. He served in this position until his retirement in 2012.
